Summary of the contracting process

NHS South Yorkshire Integrated Care Board is procuring the residential accommodation and care support element of Barnsley’s bed-based Intermediate Care service. The provider works as part of a wider multidisciplinary team, supplying suitable residential facilities and a skilled care workforce, including healthcare assistants. Staff collaborate with NHS nurses, occupational therapists, physiotherapists, medical staff and other health and care professionals to support patients’ rehabilitation, recovery and reablement. The service is delivered in Barnsley, South Yorkshire, for the local population. It forms part of a wider care pathway rather than a standalone residential service: the provider supports personalised care plans and patients’ recovery goals while coordinating with clinical and system partners.

The process has reached an intention to award stage under the Provider Selection Regime; the notice states the contract has not yet been formally awarded. NHS South Yorkshire ICB selected the incumbent, Buckingham Care Homes, through a direct award without a competition. The ICB’s decision was approved on 15 October 2026, and the contract was signed on 19 October 2026. Its stated approximate lifetime value is £5,174,427. The term is two years, with an option to extend for a further two years. Evaluation covered quality and innovation, value, integration and collaboration, access and health inequalities, and social value. The lot description assigns weightings of 30% to quality and innovation, 20% each to value, integration and collaboration, and access, and 10% to social value.

For care-home operators and providers of residential intermediate care, this award signals demand for bed-based rehabilitation and reablement delivered with NHS clinical teams. A credible provider needs appropriate accommodation, a trained care workforce including healthcare assistants, and the capacity to work within multidisciplinary teams and deliver personalised care plans. The buyer’s stated priorities point to strong clinical quality and safety, effective governance, continuity of service, reliable access to beds and effective use of commissioned capacity. Providers also need evidence of collaborative working with commissioners and health-system partners, service resilience, and a practical contribution to improving access, reducing health inequalities and supporting patient choice. Local employment and partnership working matter alongside value for money; cost efficiency must not undermine care quality or patient outcomes. The incumbent’s established service knowledge, workforce arrangements and positive delivery history were cited in its favour. The route used was a direct award under the Provider Selection Regime.
