Summary of the contracting process

The London Borough of Bromley is buying residential and nursing care home bed services from Mission Care. The arrangement adds 21 beds through block provision, converting existing spot arrangements. The beds support the Council’s Winter Discharge to Assess pathway and placements for adults needing short-term or long-term care, including discharge-to-assess placements, respite, and longer-term residential and nursing care. The service is intended to maintain continuity, improve operational efficiency and help meet current and anticipated demand, while supporting the Council’s statutory care duties. Delivery is in Bromley, London.

The procurement is complete and the Council selected Mission Care Management through a direct award. The stated rationale is that the provider responded to a market engagement event and expressed interest; the award classification also cites single-supplier technical reasons. The award is valued at £4,581,000 excluding VAT (£5,497,200 including VAT). The contract period runs from 26 October 2026 to 25 October 2027, with two possible one-year extensions at the Council’s discretion, taking the maximum period to 25 October 2029. Extensions depend on supplier performance, maintaining a Care Quality Commission rating of Good, and continued demand. The procurement was arranged as one lot. The award is recorded as pending.

For providers of residential and nursing care, this award shows Bromley’s demand for additional care-home capacity delivered through block-booked beds, rather than individual spot placements. A credible provider would need to accommodate a mix of short-term and longer-term adult placements, including discharge-to-assess cases and respite, and support continuity across the Council’s discharge pathway. The selected supplier was Mission Care, an incumbent provider with an existing spot arrangement that was converted to block provision. The Council’s stated conditions for any extensions indicate that maintaining a Good Care Quality Commission rating, delivering satisfactory performance and meeting ongoing demand are important to the buyer. The lot was marked suitable for small and medium-sized businesses and voluntary, community and social enterprises.
