Summary of the contracting process

Newbiggin Town Council is seeking a principal contractor to design, supply and install an upgraded and extended skatepark in Newbiggin-by-the-Sea. The turnkey works include detailed structural and user-informed designs for new or refurbished features; excavation, sub-base preparation, drainage alterations and a concrete slab; and specialist sprayed-concrete or modular ramps, transitions and other skatepark features, with safety surfacing. The contractor must also provide temporary hoarding and security fencing, remove waste, carry out post-installation inspection and obtain RoSPA safety certification before reinstating the site. The package includes project management, material delivery, construction and commissioning. This is sports-facility construction (CPV 45212200).

The council invited tenders through an open competition. Bids were due by 12 noon on 23 November 2026 and had to be submitted by post. The contract period runs from 1 January to 31 March 2027. The stated net contract budget is £97,767, excluding VAT; however, the pricing criterion refers to an absolute project ceiling of £96,767 excluding VAT, so these figures differ. There is one lot, described as suitable for small and medium-sized businesses. Evaluation is weighted 60% quality and 40% price: design quality, flow and inclusivity (25%); technical competence and build specifications (20%); pricing (40%); track record and references (10%); and project programme and delivery schedule (5%).

This opportunity is suited to specialist skatepark contractors able to take responsibility for a complete design-and-build project, rather than suppliers offering equipment alone. The required team should be capable of producing detailed structural designs informed by users and meeting BS EN 14974 skatepark safety standards. Relevant delivery expertise includes excavation and ground preparation, drainage, concrete slab construction, sprayed concrete or modular skatepark installation, ramps and transitions, surface sealing and safety surfacing. Contractors need to manage site security, waste, inspection, certification and reinstatement as well as project coordination, materials and commissioning. The council asks for design concepts, a fixed-price proposal, health and safety method statements, a delivery programme and evidence of successful comparable skatepark schemes. Comparable municipal concrete wheeled-sports experience is specifically assessed. The scale and single-lot structure may suit an SME with the necessary specialist capacity.
