Notice Title
E-Scooter Hire Service in Dorchester, Weymouth and Portland
Notice Description
This procurement is for the mobilisation and provision of an e-Scooter hire service across the Dorchester, Weymouth and Portland areas.
Planning Information
Dorset Council undertook preliminary market engagement with a number of e-scooter rental scheme operators that had the required experience and capability to operate e-scooter services within the UK. The purpose of this engagement was to: a) Scope out the feasibility of the Council's aspirations for a potential e-scooter rental scheme covering Weymouth, Portland, Chickerell and Dorchester. The decision to proceed with this procurement was published in papers from Dorset Council's Cabinet Meeting on 28th July 2026 (https://moderngov.dorsetcouncil.gov.uk/documents/s53338/Recommendation to Cabinet - e-Scooter Micromobility Rental Service.pdf). b) Better understand market capability, capacity and innovation relevant to the deliver of such a scheme. c) Assess the level of market interest in participating in any future procurement exercise. The engagement consisted of discussions conducted via Microsoft Teams with a range of potential suppliers. At the time of the engagement, Dorset Council had not determined its preferred route to market. The purpose of the discussions was to inform the Council's understanding of the market and the feasibility of the proposed scheme. The outcome of the market engagement indicated that there was potential market interest in the opportunity, subject to the final scope, contractual arrangements and procurement documentation. No written expressions of interest were requested or obtained, and no commitments were made by involved parties. All relevant information and insights arising from the preliminary market engagement that are relevant to a future opportunity will be made available to all potential bidders through the tender documentation.
