Summary of the contracting process

Cadder Housing Association sought one contractor to carry out electrical installation condition inspections and provide an Electrical Installation Condition Report for every property visited. The contractor must offer tenants both morning and afternoon appointment slots and carry out work to the current edition of the IEE Wiring Regulations. This is a programme of electrical inspection services for properties at various addresses in North Glasgow. The requirement is for housing stock inspections rather than a general electrical maintenance service, so it is most relevant to contractors able to arrange and complete property visits and deliver compliant inspection reports for each home.

The process reached tender: Cadder Housing Association invited offers using a restricted procedure. Suppliers first had to complete the SPD, with at least five candidates intended to be selected for the tender stage. The submission deadline was 20 November 2026 at 12:00 UTC; the buyer set 4 December 2026 as the invitation date for the second stage. The contract period is three years, with a possible extension of up to two years subject to satisfactory performance. Quality and price each carry 50% of the evaluation. Bids had to be in English, variants were not allowed, and bids were to remain valid for 180 days. Economic and technical selection requirements are set out in the online SPD; suppliers and electricians must meet the stated industry membership requirement.

This opportunity suits electrical inspection contractors with the capacity to visit housing properties across North Glasgow, coordinate access with tenants and provide morning and afternoon appointment choices. The contracting organisation and its electricians must be members of NICEIC, SELECT or an equivalent body. Bidders should be able to complete an Electrical Installation Condition Report for each property and work to the current IEE Wiring Regulations. The successful contractor must meet the client’s key performance indicators and submit a community benefit proposal with its tender, addressing at least one theme such as resident training, apprenticeships, contract observation visits, support for community bodies or local projects. The SPD sets out further economic and technical selection requirements, so suppliers must satisfy those participation tests as well as demonstrate delivery capacity.
