Summary of the contracting process

Natural Resources Wales plans to renew its all-Wales river restoration framework, appointing multiple suppliers to deliver river and riparian conservation and management work. Activities include placing wood, boulders and gravel to restore habitats; installing leaky woody dams and small rock ramps; reshaping and re-meandering channels; and removing hard bank protection, smaller weirs and culverts. The work also covers floodplain reconnection and habitat creation, farm drainage, water supplies and other farm improvements, stock fencing, tree planting, minor culvert work, footbridges and angling platforms. Bio-engineering materials such as coir rolls, willow faggots and rock rolls may be needed. Delivery is across Wales, divided into geographical areas.

This is at the planning stage: Natural Resources Wales has signalled an intention to procure, but has not yet invited tenders. It expects to bring the competition to market in Spring 2027, with the framework planned to run from 1 September 2027 to 31 August 2031. The buyer expects to use a competitive flexible procedure and establish a framework agreement with multiple suppliers. The stated value is £10 million excluding VAT (£12 million including VAT). The planned procurement is divided into geographical lot areas. The procurement is identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

The framework is likely to suit suppliers able to deliver practical river restoration and nature-recovery work across a range of locations in Wales. Relevant capabilities include river engineering and habitat restoration, floodplain reconnection, fish-passage improvements, removal of in-channel structures, and riparian management. Suppliers may also need to combine this with farm infrastructure work, including drainage, pipework, water supplies and hard-surfaced access, as well as fencing, tree planting and small structures such as footbridges and angling platforms. Experience working with natural and bio-engineering materials could be useful. The buyer intends to appoint multiple suppliers across geographical areas, and has marked the procurement as suitable for SMEs and VCSEs, making it relevant to smaller specialists as well as broader contractors able to assemble delivery teams. The planned Spring 2027 competition gives prospective suppliers time to prepare.
