Summary of the contracting process

Argyll and Bute Council commissioned supported living and related care services for adults with complex care needs in Argyll and Bute. The service is intended for adults with learning or intellectual disabilities, neurodevelopmental conditions, complex mental health conditions or other lifelong health conditions. Support includes care at home, personal care and housing support, alongside help to build life skills, improve wellbeing and social inclusion, and access community activities, education, training and paid work. The approach is to promote independence and enable people to participate in wider community life, with or without support. The Council is seeking a group of providers to deliver these services across the area, rather than a single provider for a defined type of support.

The procurement has been awarded to six providers: Key Community Supports, Mariner Support Associates Ltd, Scottish Autism, Affinity Trust, Cornerstone Community Care and Care No1 Ltd trading as The No1 Care Agency. The contracts are recorded as signed on 20 October 2026, with a two-year term stated for the arrangement. Each of the six contracts records a value of £1; these are separate contract figures and are not a combined value. The Council used a limited procedure without prior publication of a competition. It said direct awards to existing providers were appropriate to maintain continuity and quality for service users, and that the providers must meet its pre-qualification requirements. The service is organised as one lot. The published description sets out service aims rather than a scored evaluation basis.

This requirement suits care providers able to support adults with complex and varied needs in their homes and communities, including people with learning disabilities, neurodevelopmental conditions, complex mental health needs or lifelong health conditions. Credible providers need to deliver personal care and housing support while helping people build independence, life skills and confidence, and take part in community activities, education, training and paid employment. The Council places importance on continuity and quality, and uses pre-qualification to identify providers for its resource of qualified suppliers. That resource can include providers who meet the requirements, so organisations should be prepared to demonstrate their qualifications and ability to deliver reliable, person-centred support. The requirement is for multiple providers and covers a range of support needs across Argyll and Bute, making relevant service capacity and local delivery capability important.
