Summary of the contracting process

Habinteg Housing Association Limited is seeking suppliers for communal cleaning, window cleaning and grounds maintenance at its residential schemes in Central and East England. The services are intended to keep shared areas clean, safe and well maintained for residents. The work is divided into four lots: grounds maintenance in Milton Keynes and Dunstable; communal cleaning in Letchworth; grounds maintenance and communal cleaning in Thetford and Hoveton; and grounds maintenance, communal cleaning and window cleaning in Essex and Ipswich. Suppliers awarded a lot must serve all sites within it. Shared Services for Housing is managing the procurement on Habinteg’s behalf.

The buyer invited tenders through an open procedure. The enquiry deadline was 18 November 2026 at 17:00, and the tender submission deadline was 25 November 2026 at 12:00. Tender responses must be submitted through ProContract. Contracts are due to run from 1 April 2027 to 31 March 2030, with two optional 12-month extensions. The gross lot values are £141,769.47 for Milton Keynes and Dunstable, £29,134.20 for Letchworth, £45,248.62 for Thetford and Hoveton, and £228,554.50 for Essex and Ipswich. Each lot is assessed independently, with quality weighted at 60% and cost at 40%. Suppliers may bid for any or all lots, and one supplier may win multiple lots. Economic and technical selection criteria apply.

Bids are assessed on both service quality and price.

Notice Description

Habinteg Housing Association wishes to appoint one or more Supplier(s) to deliver communal cleaning, window cleaning and grounds maintenance services across its residential schemes in Central and East England. The services are intended to ensure that communal areas are maintained to an appropriate standard, providing safe, clean and well-maintained environments for residents. The opportunity has been divided into four Lots, comprising: - Lot 1: Milton Keynes & Dunstable Grounds Maintenance Services - Lot 2: Communal Cleaning in Letchworth - Lot 3: Thetford & Hoveton Grounds Maintenance and Communal Cleaning Services - Lot 4: Essex & Ipswich Grounds Maintenance, Communal Cleaning and Window Cleaning Services The successful Supplier(s) will be expected to provide services to all sites within the Lot(s) awarded. Suppliers may submit a Tender Response for any or all Lots. Each Lot will be evaluated independently, and there is no restriction on the number of Lots that may be awarded to an individual Supplier. Habinteg welcomes bids from suppliers of all sizes, including small and medium-sized enterprises (SMEs), and has structured the opportunity into Lots to encourage competition and maximise opportunities for local suppliers. Suppliers are required to attend a mandatory site visit for the Lot(s) they intend to bid for. Site visit dates, locations and the registration process are detailed within Schedule 1. Suppliers are responsible for ensuring that they attend all mandatory site visits relevant to their Tender Response. Attendance must be registered no later than 12:00 noon on 30th October 2026. Habinteg has established Lot-specific and site-specific budget caps as detailed within the relevant Schedule 4 - Pricing Schedule. Suppliers must ensure that submitted pricing does not exceed the applicable budget cap(s). Habinteg is seeking to establish constructive and collaborative relationships with its appointed Supplier(s), working in partnership to deliver high-quality services, achieve value for money and support positive outcomes for residents throughout the Contract Term. Within the Pricing Schedule, Habinteg has identified the schemes and properties currently requiring service delivery. Should this portfolio require amendment during the Contract Term, including the addition, removal or alteration of schemes, properties or service requirements, this shall be considered the materialisation of a known risk and shall be managed in accordance with the provisions of the Contract. Please note that Shared Services for Housing Ltd (SSfH) is acting as the managing organisation and procurement lead on behalf of Habinteg Housing Association for this Tendering Procedure.

Lot Information

Milton Keynes & Dunstable Grounds Maintenance Services

Habinteg requires a Supplier to provide grounds maintenance to schemes in Milton Keynes and Dunstable. Further details can be found in the associated tender documents (Schedule 1 and Schedule 2 - Lot 1).

Renewal: The initial contract term is for 36 months, with an option to extend for a further period of 2 consecutive 12 months extensions, making 60 (36 + 12 + 12) months in total.

Communal Cleaning in Letchworth

Habinteg requires a Supplier to provide services to a scheme in Letchworth. Further details can be found in the associated tender documents (Schedule 1 and Schedule 2 - Lot 2).

Renewal: The initial contract term is for 36 months, with an option to extend for a further period of 2 consecutive 12 months extensions, making 60 (36 + 12 + 12) months in total.

Thetford & Hoveton Grounds Maintenance and Communal Cleaning
