Summary of the contracting process

Bolton Metropolitan Borough Council commissioned adult substance misuse prevention, treatment and recovery services, including support for people experiencing or at risk of homelessness and rough sleeping, and employment support for adults in treatment. The work adds capacity to the existing integrated service through specialist staff, outreach, clinical and psychological care, prescribing, harm reduction, recovery support and operational infrastructure. The employment strand provides structured help for people to find and sustain work, with support for employers. Delivery is intended to improve access, continuity of care and measurable outcomes for eligible Bolton residents. The services combine clinical provision, community and lived-experience input, housing and criminal justice expertise, and partnership working across treatment and recovery pathways.

The contract has been awarded to Waythrough under Provider Selection Regime Direct Award Process A. Bolton Council’s stated rationale was that continuity of care and integration with the existing service made Waythrough the only realistic provider, with no alternative able to deliver without significant risk. The contract is active and was signed on 1 April 2026. Its period runs from 1 April 2026 to 31 March 2027, with an option for two further one-year extensions. The stated lifetime contract value is £1,989,662. The procurement comprised one lot covering the three programmes. The award basis was that there was no realistic alternative provider; the council assessed this as a direct award under the Health Care Services (Provider Selection Regime) Regulations 2023.

For providers considering comparable work for Bolton, this award indicates demand for integrated adult substance misuse services that can combine prevention, treatment and recovery with targeted provision for people who are homeless or at risk of rough sleeping. Credible delivery requires established clinical governance, continuity across treatment pathways, workforce capacity and data-sharing arrangements, alongside strong partnership links with commissioners and relevant local services. The scope favours providers able to mobilise multidisciplinary staff, deliver outreach and clinical interventions, and manage performance against measurable outcomes. Employment support must follow a defined, high-fidelity Individual Placement Support model, with tailored ongoing support for both service users and employers. The buyer’s stated emphasis on continuity and integration means an organisation able to work within an existing service model is particularly well placed.

Drug and Alcohol Treatment and Recovery Grant (DATRIG)

Notice Description

The Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG), Rough Sleepers Drug and Alcohol Treatment Grant (RSDATG), and Individual Placement Support (IPS) programme collectively enhance core adult substance misuse services by providing targeted additional capacity, specialist workforce roles, and associated operational support. SSMTRG strengthens wider prevention, treatment, and recovery provision through expanded staffing, lived experience delivery, clinical interventions, and infrastructure, while RSDATG focuses specifically on individuals experiencing or at risk of homelessness, funding assertive outreach, clinical care, and tailored engagement to improve access and outcomes. The IPS programme complements treatment by offering intensive, structured employment support to help individuals secure and sustain work, delivered through a defined, high-fidelity model. Across all three programmes, funding covers staffing, clinical and operational costs, and central support functions, with a strong emphasis on flexibility (where applicable), performance management, and partnership working to ensure services respond to demand and deliver positive outcomes for residents.

Lot Information

Lot 1

The Supplementary Substance Misuse Treatment and Recovery Grant (SSMTRG) provides additional investment to strengthen core adult prevention, treatment and recovery services. It supports an expanded multidisciplinary workforce, including specialist roles in safeguarding, data analysis, quality and compliance, harm reduction, housing, and criminal justice, alongside recovery coordinators and community-led recovery input through a lived experience organisation. Funding also covers associated staff costs, subcontracted service delivery, clinical interventions such as depot buprenorphine, and essential infrastructure including IT, administration, and central contract management. The scope of this additionality is flexible and may be adjusted with commissioners in response to changing needs and available resources. The Rough Sleepers Drug and Alcohol Treatment Grant (RSDATG) is targeted specifically at individuals experiencing, or at risk of, homelessness and rough sleeping. It funds a dedicated treatment and outreach offer, including assertive outreach workers, clinical and psychological support, prescribing capacity, and roles focused on reducing harm and improving engagement. As with SSMTRG, it also supports staffing-related costs, clinical interventions, and the operational infrastructure required to deliver effective services. This programme is similarly adaptable, allowing commissioners to refine delivery in line with demand and priorities. The Individual Placement Support (IPS) programme provides intensive, structured employment support for adults in treatment, helping them secure and sustain work. Delivered through a small, dedicated team, the model offers ongoing, tailored support for both individuals and employers for up to 12 months. Funding covers staffing, associated costs, premises and overheads, and administrative support. Unlike the other programmes, IPS follows a prescribed delivery model to maintain fidelity, meaning it is expected to remain consistent throughout the year. Across all three programmes, there is a shared emphasis on performance management and collaboration between commissioners and providers to ensure services reach eligible residents, respond to increases in treatment demand, and achieve positive, measurable outcomes. This award has been made following Provider Selection Regime (PSR) direct award process A The lifetime value of the contract is PS1,989,662 The services will be provided between 01.04.2026 - 31.03.2027 with an option to extend for a further 2 (two) periods of 1 (one) year.

Procurement Information

The contract is being awarded under Direct Award Process A of the Health Care Services (Provider Selection Regime) Regulations 2023. The services to which this award relates form part of the existing integrated substance misuse treatment and recovery service currently delivered by Waythrough. The Council is satisfied that the services can only be provided by the existing provider due to the nature of the services and the requirement for continuity of care, continuity of treatment pathways and integration with the existing service model. The additional funding is intended to enhance and expand the provision of the existing service and is dependent upon established clinical governance arrangements, workforce capacity, data sharing arrangements, partnership working and service user pathways that are already in place. Following assessment, the Council concluded that there is no realistic alternative provider capable of delivering the services within the required timescales and without significant risk to service continuity, service users, performance, quality and outcomes. The award to the existing provider therefore satisfies the conditions for Direct Award Process A under the Health Care Services (Provider Selection Regime) Regulations 2023
