Summary of the contracting process

Petrus Community commissioned a combined property clearance, cleaning and minor remedial works service to prepare occupied and vacant homes and communal spaces for safe use, inspection, occupation or re-letting. Work covers removing household contents, furniture, general and fly-tipped waste, including lawful disposal, and needle sweeps with safe handling of sharps and biohazardous materials. Cleaning includes general, deep and post-clearance cleans. Associated tasks include redecoration, minor repairs, handyman work, flooring repairs or replacement, and vegetation and waste clearance from gardens, garages, outbuildings, bin stores and other external areas. The service supports property turnaround and maintenance of safe, clean homes and shared environments. Delivery is across the North West of England.

The procurement is complete and awarded to John Harvey trading as Dunne's & Dusted; the contract is active. The buyer used a restricted procedure. The contract was signed on 8 October 2026, with a value of £667,685. The award date and contract period are not stated. The requirement was arranged as one lot, but that lot is marked cancelled in the procurement data despite the active award and contract. Evaluation was weighted 60% to the method statement and 40% to price. The lot allowed an option to extend for two further periods of 12 months each. One bid was recorded, from an SME, and it was submitted electronically.

For future requirements from Petrus Community, credible suppliers will need to combine responsive property clearance and cleaning with practical make-ready works, rather than offer a single isolated service. Relevant capability includes lawful waste handling and disposal, safe needle sweeps and management of sharps or biohazardous materials, deep and post-clearance cleaning, redecoration, minor repairs, handyman tasks and flooring work. The scope spans homes, communal areas and outdoor spaces, so suppliers need the operational flexibility to cover varied locations and urgent or emergency call-outs. Strong evidence of safe working, environmental compliance and reliable property preparation would support a compelling method statement, which carried more evaluation weight than price. The award to an SME and the single recorded bid show that a smaller specialist provider competed successfully for this combined requirement.
