Summary of the contracting process

Lincolnshire Partnership NHS Foundation Trust is seeking a supplier for pharmaceutical dispensing services, including the procurement, purchase, dispensing and delivery of medicines. The service covers legal and clinical safety screening of prescriptions, secure temperature-controlled medicine storage, and receipt, storage and transport of clinical trial medicines. The supplier must support the Trust’s electronic medicine ordering through ePMA integration and email, provide deliveries across multiple sites, and arrange out-of-hours medicine supplies and pharmaceutical clinical advice. Clozapine dispensing must be supported through registration with the Trust’s current provider. Delivery is in the East Midlands. Medicines are supplied on a pass-through basis, separate from the stated service value.

The buyer invited offers through an open competitive process under the Health Care Services (Provider Selection Regime) Regulations 2023. This is a single-lot procurement. The bid submission deadline was 4 December 2026 at 12:00 UTC; bids could be submitted electronically or in writing, in English. The contract is scheduled to run from 1 October 2027 to 30 September 2032, with the Trust able to extend it by up to five further years. The stated value is £2.5 million for pharmaceutical services; the cost of medicines is additional and passed through. The bid validity period ends on 2 June 2027. The procurement information does not set out the award criteria or their weighting.

This opportunity suits a pharmacy services provider with the operational capacity to procure and dispense medicines reliably, serve multiple delivery sites, and provide support outside normal hours. The work calls for suitably trained and clinically competent staff able to screen prescriptions for legal and clinical safety, dispense medicines and check completed items. Suppliers must comply with MHRA requirements, the Human Medicines Regulations 2012 and GPhC standards, apply Good Distribution Practice, and hold a WDA(H) licence. They also need secure, temperature-regulated storage and transportation arrangements, including for clinical trial medicines, and the ability to integrate with electronic prescribing and ordering processes. Experience supporting clozapine provision and delivering pharmaceutical clinical advice would align with the stated service requirements.
