Summary of the contracting process

Argyll and Bute Council is buying supported living care for adults with complex care needs, including people with learning or intellectual disabilities, neurodevelopmental conditions, complex mental health conditions and other lifelong health conditions. Services cover support at home, personal care and housing support, alongside help with community involvement, education, training, employment and life skills. The aim is to promote independence, safety, health, wellbeing and social inclusion, enabling people to take part in community life with or without support. Providers are expected to support each person reliably and positively, listen and respond to their wishes, and help them build skills and confidence. Delivery is in Argyll and Bute.

The procurement is complete and contracts have been awarded to Carr Gomm and ENABLE Scotland (leading the Way) for the supported living services. The awards are active, and both contracts were signed on 20 October 2026. Each contract is recorded at £1; these figures do not establish the overall value of the care commissioned. The Council used a limited procedure without a prior call for competition, making direct awards to existing providers to maintain continuity and quality and support individual outcomes. The arrangement uses a framework and is intended to cover additional providers joining during its term. The Council states that providers must meet its pre-qualification requirements; economic operators may be excluded under the relevant Scottish regulations. The evaluation basis is not detailed in the published process data.

This requirement suits care providers able to deliver person-centred supported living for adults with complex and varied needs, including learning disabilities, neurodevelopmental conditions, complex mental health conditions and lifelong health conditions. Credible providers need to combine care at home, personal care and housing support with practical help to build life skills and access community activities, education, training and paid employment. The model particularly values independence, choice, safety, wellbeing and social inclusion: individuals should be supported to spend a significant part of their time with people who are not themselves receiving complex care or being paid carers, and to take part in wider community life. Providers must be able to meet the Council’s pre-qualification requirements and demonstrate reliable, positive support that responds to service users’ needs and promotes individual outcomes.
