Summary of the contracting process

Caerphilly County Borough Council is seeking providers for annual statutory inspection, examination, testing, certification and reporting of Local Exhaust Ventilation (LEV) systems and Design and Technology machinery in maintained schools and educational establishments across Caerphilly County Borough. The LEV work covers wood-dust, fume and welding extraction systems, spray booths, electrostatic filters and science laboratory fume cupboards, including visual and performance testing. The machinery work covers workshop equipment such as saws, lathes, drills, planers, sanders, grinders and kilns, together with extraction and welding equipment, guarding, braking and emergency stops. Providers must identify and report compliance issues. The services support the Council’s statutory health and safety duties, including requirements relating to hazardous substances, work equipment and safety in educational workshops.

The Council invited tenders through an open competition, divided into two specialist lots: LEV examination and testing, and Design and Technology machinery safety examination and testing. The buyer may award each lot separately or compare the combined outcome of both lots against a single combined-service bid; bidders offering both may include a discounted price. Enquiries were due by 3 November 2026 at 17:00, and tenders by 10 November 2026 at 12:00. Each lot has an estimated value of £30,000 excluding VAT (£36,000 including VAT). The contract period is 1 January 2027 to 31 December 2029, with an option to extend by up to 24 months. For each lot, quality carries 60% of the score and price 40%.

The opportunity suits specialist inspection and testing providers with the capability to deliver one or both service areas; small and medium-sized enterprises are considered suitable. LEV bidders need experience examining and performance-testing varied extraction systems, issuing test certificates and producing detailed reports. Machinery bidders need expertise in inspecting educational workshop machinery and ancillary equipment, testing safety systems and assessing compliance with work-equipment requirements. Providers must be able to conduct annual visits across maintained schools and other educational establishments in the county, and report both compliant and non-compliant findings. Suppliers able to cover both services can compete for the combined arrangement and may offer commercial efficiencies through a discounted combined price. The work requires familiarity with relevant health and safety legislation, guidance and standards, including COSHH, PUWER, HSE guidance and the educational-establishment standard BS 4163.
