Summary of the contracting process

Tees, Esk and Wear Valleys NHS Foundation Trust is seeking an organisation to work with its Teesside Crisis and Intensive Home Treatment teams to provide a non-clinical crisis support service. It is intended for adults aged 18 and over, including older people, who are in crisis and need practical or emotional support but may not require clinical intervention. Referrals will come from urgent care services, and the service must engage people who may find it difficult to access or work with existing services, while ensuring risks are managed and immediate clinical needs are addressed. The flexible service is intended to reflect local communities and offer an alternative to crisis services. Delivery covers Redcar and Cleveland, Middlesbrough, Stockton and Hartlepool. This is a health and social care service.

The Trust invited bids through an open procedure. This is a single-lot procurement. The tender deadline was 17 November 2026 at 12:00, and the deadline for questions was 10 November 2026 at 17:00. The contract is scheduled to run from 1 April 2027 to 31 March 2030, with an option to extend by two further 12-month periods, up to a maximum total duration of five years. The stated contract value is £1.25 million. The award decision was scheduled by 15 December 2026. Evaluation weights quality and innovation at 20%, improved access, reduced health inequalities and choice at 30%, integration, collaboration and sustainability at 10%, price through a value-price matrix at 30%, and social value at 10%.

The requirement is suited to providers experienced in non-clinical mental health crisis support, particularly organisations able to offer practical and emotional help in partnership with NHS crisis and intensive home treatment teams. Strong referral-handling and risk-management processes will be important, as will the ability to recognise when urgent clinical needs require a clinical response. The provider must be able to engage adults who have difficulty accessing or engaging with services, including older people, and adapt delivery to the needs and demographics of communities across four local authority areas. Providers with credible approaches to improving access, reducing health inequalities, supporting choice, collaborating with public services and sustaining delivery will align with the evaluation. The opportunity is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

Non Clinical Integrated Crisis Model

Notice Description

Tees, Esk and Wear Valleys NHS Foundation Trust (TEWV) provides crisis and urgent mental health services across Teesside through its Crisis Assessment Service, Assessment and Triage teams, Liaison Psychiatry, Street Triage and North and South Intensive Home Treatment Teams. Teesside Adult Mental Health crisis services would like to welcome bids from organisations to work in collaboration with the Teesside Crisis and Intensive home treatment teams to create a new non-clinical service which provides practical and emotional support for people who identify as being in crisis, but do not always require a clinical intervention. To ensure risk is managed appropriately and any immediate clinical needs are met, the new service will receive referrals from Urgent Care services and will be skilled in engaging individuals who traditionally struggle to access and engage with services. The service will support adults aged 18 and over covering the four local authority areas across Teesside (Redcar and Cleveland, Middlesbrough, Stockton and Hartlepool) and be accessible to the older population. The Service will provide a flexible and responsive offer to meet the needs and demographics of the local communities. It will contribute to the delivery of the national agenda to promote alternatives to crisis services.
