Summary of the contracting process

St Helens Council is seeking a contractor to provide steam cleaning for vehicle chassis, bodies and ancillary equipment across its varied fleet. The approximately 200 vehicles range from cars and adapted buses to tractors, refuse and recycling collection vehicles, and heavy roll-on/roll-off vehicles. Around 80 vehicles are expected to need about six steam cleans a year, but the Council’s demand may vary and is not guaranteed. Cleaning is to take place at Hardshaw Brook Depot in St Helens, in its designated vehicle wash bay. The contractor must also keep the wash bay, ramp and recessed ramp area clean. Most vehicles operate during weekday daytime hours, while some work may require evening, weekend or bank-holiday availability. The depot operates around the clock throughout the year.

The Council invited offers through a below-threshold open competition. The process reached the tender stage. This is a single-lot services contract, with a planned term from 4 January 2027 to 3 January 2030. The estimated value is £150,000 excluding VAT (£180,000 including VAT). The Council may add further services within the vehicle-wash-cleaning scope. The enquiry deadline was 9 November 2026 at 12:00 UTC, and the submission deadline was 16 November 2026 at 12:00 UTC. Bids were to be submitted electronically through the Council’s designated procurement portal. Evaluation weights quality, including social value, at 30% and price at 70%; the detailed price breakdown is set out in the tender pack.

This opportunity is suited to vehicle-cleaning contractors able to deliver steam cleaning across a mixed municipal fleet, including large and specialist vehicles as well as cars. Suppliers need the capacity to respond to an uncertain volume of requests and to clean vehicles around operational schedules, including occasional work after standard weekday hours, at weekends or on bank holidays. The work also calls for reliable access and coordination at a secured council depot, and for maintaining a clean wash bay, ramp and recessed ramp area. A strong bid will need to address the quality questions and social value alongside a competitive price. The broad fleet and potential for additional in-scope services may suit an established operator with flexible staffing and experience supporting public-sector fleet operations.
