Summary of the contracting process

East Dunbartonshire Council is buying a refurbishment of the existing passenger lift at Milngavie Enterprise Centre, serving the ground, first and second floors. The works include inspecting retained equipment and certifying it as suitable for reuse, then supplying, delivering, installing, connecting, testing and servicing the materials and equipment needed to provide a modernised lift. The completed lift must meet current standards and accessibility regulations. The contractor must also act as principal designer under the CDM regulations, planning and managing the design and installation and monitoring compliance through the design and construction stages, including required reporting and applications. The work is at Milngavie Enterprise Centre, Ellangowan Court, Milngavie.

The council invited offers through an open procedure. The procurement is at the tender stage. Bids were due by 12:00 on 23 November 2026, with evaluation scheduled to start at 13:00 that day. The contract period is 90 days. Quality accounts for 40% of the evaluation and price for 60%; variants are not permitted. The contract uses the NEC4 Engineering and Construction Short Contract, June 2017 edition, with January 2023 amendments. Bids must be in English and remain valid for 120 days. Electronic submission is provided for. The requirement is divided into one lot covering the lift refurbishment. Community benefits and a subcontracting clause apply.

This requirement suits lift contractors with the technical capability to modernise mechanical passenger lifts and deliver associated installation, testing and servicing. Bidders must provide three examples of similar mechanical passenger lift refurbishment work completed within the previous five years. They must also demonstrate annual turnover of at least £100,000 relating to passenger lift refurbishment, supply and installation, for each of the specified four years. The successful contractor will need to take responsibility for principal designer duties under CDM regulations and coordinate design and installation compliance, reporting and applications. The scope also calls for assessing equipment intended for reuse and ensuring the refurbished lift meets current standards and accessibility requirements. Suppliers should be able to deliver the full refurbishment package and address the community-benefit requirement and subcontracting provisions. The published assessment gives greater weight to price than quality.
