Summary of the contracting process

Newark and Sherwood District Council is procuring refurbishment works for Newark Market Place, with Nottinghamshire County Council providing procurement services. The work includes replacing existing lighting, installing new pop-up electrical power points, repairing and maintaining the existing porphyry paving setts, and replacing stone with York stone to create a new alfresco dining area. Localised repairs are also included. The contractor must provide the labour, materials, plant, access equipment, testing and certification, waste disposal, protection, temporary works, attendance and supervision needed to complete the works. Delivery is at Newark Market Place, in Nottinghamshire.

The buyer invited tenders through an open, below-threshold competition for one contractor. The enquiry deadline was 17 November 2026 at 17:00, and the tender submission deadline was 27 November 2026 at 12:00. The contract period is 1 February 2027 to 28 April 2028. The estimated value is £1,150,000 excluding VAT (£1,380,000 including VAT). There is one lot. Evaluation is weighted 60% for quality and 40% for price. Bidders had to attend a site visit before submitting a tender; non-attendance results in disqualification. The successful bidder must provide evidence of eligibility before contract signature.

This opportunity suits construction contractors able to undertake public-realm refurbishment, including lighting and electrical installation, stone paving repairs and replacement, and associated localised works. Small and medium-sized businesses are considered suitable. Participation is restricted to businesses based or established in Nottinghamshire, Lincolnshire or Leicestershire, with substantive ongoing operations in the designated area; a registered office alone does not qualify. Evidence may include local premises, staff, operational facilities, management or service delivery, supported by documents such as leases, business-rate records or utility bills. Contractors need the capacity to provide the full labour, materials, plant, access equipment, testing, certification, waste disposal, protection, temporary works, attendance and supervision required, and to attend the mandatory site visit.
