Summary of the contracting process

Worcestershire County Council and Herefordshire Council are jointly exploring a new waste management services contract to replace their current integrated arrangement. The work would cover management and treatment of residual waste, dry mixed recyclables, garden waste and food waste, alongside household recycling centres and the bulking and transfer of materials. The councils are considering whether to procure these services as separate packages rather than retain one integrated contract, so suppliers may find that the eventual scope is divided differently. Services are intended for Herefordshire and Worcestershire. This is a public services procurement led by Worcestershire County Council, with Herefordshire Council also involved as a buyer.

The process is at planning: the councils have signalled their intention to procure, but have not issued an invitation to tender. They are seeking market input through a questionnaire, with responses expected by 11 November 2026; they may invite respondents to follow-up meetings at their discretion. The councils expect to publish a further notice by 31 March 2027. The planned contract period runs from 1 February 2029 to 31 January 2039, with provision for extension up to 31 January 2049. The procurement is planned as a single lot, although the councils are exploring alternative packages and separation of services. No estimated contract value or procurement procedure is stated here.

This may suit waste management operators able to manage and treat several municipal waste streams across Herefordshire and Worcestershire. Relevant capabilities include handling residual waste, dry mixed recyclables, garden waste and food waste, and operating or supporting household recycling centres and facilities for bulking and transferring materials. Suppliers with experience delivering these services within an integrated contract may be well placed to advise on how the work could be packaged; specialists in individual services may also be relevant if the councils separate parts of the current arrangement. The councils are using market engagement to explore the advantages of different procurement packages, so businesses with practical views on workable service combinations can contribute before the detailed procurement is developed. No particular accreditation or minimum capacity is stated.
