Summary of the contracting process

Humber Teaching NHS Foundation Trust plans to commission an adult ADHD neurodevelopmental practitioner service, integrated with its wider Adult ADHD pathway. It will provide needs-led assessment and support in primary care for adults with possible ADHD and related neurodevelopmental difficulties, aiming to enable earlier intervention, improve access, reduce waiting times and improve patient experience. Practitioners will work across Hull and East Riding Primary Care Networks or Integrated Neighbourhood Teams, initially in two selected localities. The service will use structured profiling to assess needs, work with multidisciplinary teams on personalised support plans and signpost people to appropriate support. It will gather clinical information to support onward referral and specialist assessment, but will not carry out formal ADHD diagnoses. The longer-term ambition is to extend provision to suspected autism and other neurodevelopmental conditions.

This is at the planning stage: the Trust has set out its intention to procure, but has not yet invited tenders. It expects to use a competitive process, with a call for competition expected around 12 November 2026. The initial contract is planned to run for two years from 1 April 2027, with an option to extend. The stated annual contract value is £164,420, payable on a block basis. Suppliers are invited to express interest by noon on 6 November 2026, setting out relevant experience and expertise, including examples of similar services, in no more than 500 words. The service is described as a single lot covering the initial Hull and East Riding localities. The procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023.

This service is likely to suit providers with experience delivering adult ADHD or related neurodevelopmental support in primary care, particularly those able to deploy practitioners across local networks and work within an established NHS pathway. Relevant strengths include conducting comprehensive, needs-led assessments using structured profiling; gathering clinical information that can inform specialist referral; and developing personalised support plans with multidisciplinary teams. Providers should be able to support adults returned to primary care pathways through effective signposting and coordinated care, while distinguishing this work from formal diagnostic assessment. Experience of improving access and patient experience, and of working with Primary Care Networks, Integrated Neighbourhood Teams or comparable local services, would be pertinent. The Trust invites prospective suppliers to describe comparable services they currently or previously provide, giving businesses a chance to demonstrate the expertise they could bring as the competition is prepared.

Lot Information

Lot 1

The service will provide a needs-led, primary care-based assessment and support model for adults presenting with possible Attention Deficit Hyperactivity Disorder (ADHD) and related neurodevelopmental difficulties. As an integrated component of Humber Teaching NHS Foundation Trust's (HTFT) wider Adult ADHD pathway, the service will support earlier intervention, improve access to care, reduce waiting times, and enhance patient experience. The long-term ambition is to expand the service to include adults with suspected Autism and other neurodevelopmental conditions. The provider will deliver Neurodevelopmental Practitioner capacity across Hull and East Riding Primary Care Networks (PCNs) or Integrated Neighbourhood Teams (INTs), initially operating within two selected localities. Practitioners will undertake comprehensive needs-led assessments using a structured profiling approach and work as part of a multidisciplinary team (MDT) to develop personalised support plans and facilitate appropriate signposting for individuals with suspected ADHD who have been returned to primary care pathways. While the service will not undertake formal ADHD diagnostic assessments, it will gather relevant clinical information and evidence to support onward referral and specialist diagnostic assessment where required. Additional information: Suppliers are invited to express interest in this forthcoming competition by outlining (in no more than 500 words) their relevant experience and expertise in delivering this type of service, including examples of any similar services currently or previously provided. Expressions of interest should be forwarded to hnf-tr.contracting@nhs.net no later than 12.00 hrs (noon) on 6th November 2026.
