Summary of the contracting process

Carmarthenshire County Council buys drainage investigation surveys using specialist equipment and cameras that travel through or zoom into culverts and pipes to record their condition and location. The work supports statutory flood and water management and highways duties, as well as the Council’s asset management. It covers surveys of known drainage systems, investigation of high-risk areas and unknown or uncharted systems, emergency incident response, and highway drainage asset connectivity and condition surveys. The requirement is for surveys only, not repairs. Work is delivered in Carmarthenshire. Individual survey contracts are competed among suppliers admitted to the Council’s dynamic purchasing system.

The process has reached award: Draintech Surveys Ltd was selected for a highway connectivity survey covering B4459 Windy Corner to Pont-Tyweli and A475 Newcastle Emlyn. The contract was signed on 14 September 2026 and is valued at £72,000. The underlying DPS is a restricted, two-stage arrangement: suppliers first qualify for admission, then individual requirements are awarded through mini-competitions among admitted suppliers. This award relates to one work area; the source gives no contract period for this specific survey. The procurement’s stated evaluation basis is cost, weighted at 100%. Two bids were recorded for the lot, both from SMEs.

This award demonstrates demand for drainage survey capability in Carmarthenshire, including highway connectivity and condition work. Suppliers seeking to compete for comparable requirements would need suitable experience and specialist equipment and cameras capable of inspecting culverts and pipes, recording their condition and locating drainage assets. The Council’s wider requirement also includes work on known systems, high-risk and uncharted drainage, and emergency response, so a credible supplier would need to cover the relevant survey workstreams and respond to incidents. The stated qualification requirement is for suitably qualified and experienced contractors. The DPS route favours suppliers able to meet entry criteria and then compete for individual contracts; the recorded award was evaluated on cost alone. Repair capability is not relevant to this requirement, which is limited to surveys.

Lot Information

Lot 1

Carmarthenshire County Council is seeking suitably qualified and experienced contractors to undertake drainage surveys using specialist equipment and cameras that pass through or zoom up culverts and pipes to record their condition and location. The surveys will be procured by mini-competition under a Dynamic Purchasing System ('DPS') arrangement. The surveys are required as part of the Authority's statutory duties under the Flood and Water Management Act 2010, the Highways Act (1980) and for Asset Management purposes. The requirement is purely for surveys, not repairs and the work programme is currently divided into four work areas namely: - Surveys of known drainage systems - Surveys of high-risk areas and unknown and uncharted systems - Emergency incident response (could be known or unknown drainage systems) - Highway Drainage Asset Connectivity and Condition Surveys Additional information: A Dynamic Purchasing System (DPS) is a two-stage process. In the initial setup stage, all Bidders who meet the selection criteria and are not excluded will be admitted to the DPS. There is no limit on the number of Bidders that may join a DPS. Individual contracts are awarded during the second stage. In this stage, the Council invites all suppliers on the DPS to bid for the specific contract.
