Summary of the contracting process

Kent County Council is commissioning an integrated domestic abuse support service across Kent, bringing previously separate services into a coordinated pathway for victims and survivors. Four regional lots cover East Kent (Canterbury, Dover and Thanet), North Kent (Dartford, Gravesham and Medway), Mid Kent (Ashford, Folkestone and Hythe, and Swale), and West Kent (Maidstone, Sevenoaks, Tonbridge and Malling, and Tunbridge Wells). Each provides refuge support and support in people’s homes where a Sanctuary Scheme is in place, for survivors and their accompanying children, as well as community-based support for people aged 16 and over. A separate Kent-wide lot delivers domestic abuse training, education and public awareness campaigns for professionals and the wider community. The aim is earlier identification, more consistent support and stronger multi-agency working.

The buyer invited offers through a competitive flexible procedure, described as a traditional restricted procedure. The procurement reached the tender stage. Expressions of interest were due by 13 November 2026 at 23:59, and enquiries by 10 November 2026 at 23:59. The planned contract period for all lots runs from 1 August 2027 to 31 January 2031, with a possible extension to 31 July 2034. The estimated values, including VAT, are £1.26 million for training and awareness; £10.06 million for East Kent; £5.66 million for North Kent; £8.05 million for Mid Kent; and £8.72 million for West Kent. The lots are separately tendered. Price is identified as an evaluation criterion, with the detailed assessment approach set out in the procurement documents.

The four regional support lots suit providers able to deliver both safe accommodation support and community-based domestic abuse services across a defined group of Kent districts. Delivery must cover survivors at any risk level, including those in refuges or in their own homes under a Sanctuary Scheme, and support their accompanying babies, children and young people. Providers must also be able to source suitable accommodation; the council’s funding does not pay for the accommodation itself, which is to be funded through residents’ Housing Benefit contributions. The Kent-wide training lot suits organisations with expertise in trauma-informed domestic abuse training, education and awareness-raising. It calls for work with statutory, voluntary and community-sector professionals as well as the public, supporting early intervention, consistent responses and multi-agency coordination. Small and medium-sized businesses and voluntary, community and social enterprises are identified as suitable for every lot.

Kent Integrated Family Domestic Abuse Service (KIFDAS)

Notice Description

The overarching objective of this commission is to bring together all related domestic abuse contracts which have previously been purchased in a fragmented way due to how funding has been announced and received over the existing contract term. It will commission services under a single, unified contractual arrangement, ensuring a seamless and coordinated pathway of support for victims and survivors of domestic abuse in Kent whilst recognising the need to consider lotting and acknowledging and reducing barriers for SMEs to access the opportunity in so far that it does not provide diminished value. By integrating services in this way, the new commissioning approach aims to eliminate fragmentation, simplify access to crucial resources, and provide a consistent, person-centred experience for individuals and families at every stage of their journey. The full requirement can be found within associated tender documents.
