Summary of the contracting process

Cardiff University appointed a masterplan architect for its Campus Futures programme. The work is urban planning and campus masterplanning to support a smaller, more consolidated academic campus, improved facilities and student experience, and an enhanced residential offer. The programme also aims to address net zero, climate change, biodiversity, equality, diversity and inclusion, while increasing the University’s commercial income. The work is for Cardiff University and is delivered on its campus in Cardiff, Wales. The appointment is a professional services commission focused on the University’s campus and its future development, rather than a general architectural design or construction contract.

The procurement is complete and the contract was awarded to Building Design Partnership Limited. Cardiff University used a below-threshold limited competition, citing the appointment’s timing, low risk and nature, and invited architects with prior knowledge of its campus, the University and Cardiff. The contract was signed on 14 October 2026, runs from 19 October 2026 to 29 May 2027, and is valued at £130,455 excluding VAT (£156,546 including VAT). The award covered one lot. The tender was titled Masterplan Architect; the published data does not state separate evaluation criteria or weightings.

For firms positioning for similar campus masterplanning work, this award indicates that Cardiff University values architects who already understand its campus, institutional context and Cardiff. Credible competitors would need to combine masterplanning and urban planning expertise with the ability to shape a consolidated academic estate, improve teaching and student facilities, and support residential development. The programme also makes experience integrating net-zero and climate-change responses, biodiversity and equality, diversity and inclusion relevant, alongside proposals that improve student experience and help grow commercial income. The appointment was a relatively focused professional-services commission, awarded through limited competition, so established relationships and demonstrable local and campus knowledge may be important alongside technical capability.
