Summary of the contracting process

Hull City Council intends to procure temporary kennelling and animal care services for small animals, including dogs and cats. The work is intended to meet animal welfare needs, including suitable travel times and emergency access. Services are sought from providers based within approximately 15 miles of Hull, where the animals will be cared for.

The procurement is at the planning stage; the council has stated its intention to procure, but this is not an invitation to tender. The council expects to use a framework agreement. The estimated value is £650,000 excluding VAT (£780,000 including VAT). The planned contract period is 1 April 2027 to 31 March 2031. The council expects a further procurement notice on 4 January 2027. A market-engagement session is planned for 17 November 2026, 1pm–2pm, via Microsoft Teams; suppliers wishing to attend were asked to register by 5pm on 16 November 2026.

The work is likely to suit kennelling and animal-care providers able to care for dogs, cats and other small animals, with facilities close enough to Hull to support animal welfare, timely transport and emergency access. Hull City Council has indicated that small and medium-sized businesses and voluntary, community and social enterprises are suitable for the procurement. Hull City Council are inviting suppliers to express their interest in delivering in Temporary Kennelling and Animal Care Services for small animals such as dogs and cats. The Authority is seeking suppliers up a radius of approximately 15 miles from Hull to ensure animal welfare considerations are met including travel time and emergency access. The event will provide information on the project requirements/aims and procurement timelines. The event is being held via MS Teams on 17 November 2026 - 13:00pm - 14:00pm.
