Summary of the contracting process

London Legacy Development Corporation (LLDC) is considering a human resources, payroll and recruitment management system. The requirement is for software to support the corporation’s HR, pay administration and recruitment functions; the procurement is categorised as goods, specifically a time-accounting or human-resources software package (CPV 48450000). Delivery is in London, United Kingdom. LLDC is seeking feedback from suppliers to help shape and finalise its procurement strategy. This market engagement is an early-stage exercise, rather than a formal competition, and responses will be treated confidentially. LLDC plans to share a high-level report of the overall themes and findings with participants, without identifying them by name.

The process is at planning stage: LLDC has announced its intention to consider a procurement, but has not invited tenders or committed to proceed. It is conducting preliminary market engagement through a questionnaire, with responses requested by 16 November 2026 at 17:00. The buyer expects to publish a further notice on 23 November 2026. The planned contract period is 30 October 2027 to 29 October 2034, with a possible extension to 29 October 2037; renewal is indicated. The procurement is described as above the applicable threshold, but the recorded gross value is £0. LLDC says feedback may inform its strategy, is not binding, and will not itself lead to a contract. The published information identifies one lot; the formal procedure, eligibility requirements and evaluation approach have not yet been set out.

This engagement is most relevant to suppliers of integrated HR, payroll and recruitment management software, including providers able to explain how their systems could meet a public-sector organisation’s needs across all three functions. It is an opportunity to contribute market knowledge before LLDC finalises its procurement strategy, rather than to submit a bid. Suppliers may wish to consider the breadth of their product, how its functions work together, and the practical options they could offer LLDC. The buyer is seeking feedback that can inform its approach, so providers with experience of delivering comparable management systems and insight into implementation and ongoing service requirements are well placed to contribute. No specific technical standards, accreditations, staffing levels or supplier experience thresholds have yet been stated. Any party choosing to respond bears its own participation costs, and LLDC is not committed to adopting the feedback or running a subsequent procurement.

LLDC HR, Payroll and Recruitment Management System

Notice Description

This is the Preliminary Market Engagement Notice (PMEN) for the LLDC and seeks to obtain market feedback in relation to LLDC's LLDC HR, Payroll and Recruitment Management solution. Your feedback is important as it will allow views from the market to inform the development and finalisation of the procurement strategy. LLDC would greatly appreciate your feedback in the form of a response to the questionnaire. All responses will be treated confidentially. Following analysis, a high level summary report will be issued to participants of the market engagement giving an overview of the general themes and findings, but no participant will be mentioned by name in the report. This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind LLDC to any particular approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent. For your feedback to be taken into account, your completed MSQ must be received by 16 November 2026 by 17:00. Please use the: https://forms.cloud.microsoft/e/heApLHfWi0 LLDC will manage the early market engagement process in an open and transparent manner to maximise the possible benefits. Direct or indirect canvassing of any LLDC employee or agent concerning this requirement, or any attempt to procure information from any LLDC employee or agent concerning this PMEN outside of the formal process described in this document may result in disqualification from consideration for any future procurement activity. This PMEN is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by LLDC to undertake any public procurement exercise in the future. LLDC will not enter into a contract based solely on the responses to this PMEN and no information contained in this document or in any communication made between LLDC and any interested party in connection with this shall be relied upon as constituting a contract, agreement or representation that any contract shall be offered.
