Summary of the contracting process

NHS Greater Glasgow and Clyde invited offers for a money and debt advice service for families whose children are in hospital at the Royal Hospital for Children, attend its outpatient services regularly, or cannot access community support because of their child’s condition, caring responsibilities or hospital stay. The service is intended to help families facing financial difficulties increase their income, reduce household spending and debt, and ease money worries. It will be based alongside the hospital’s Family Support and Information Service, with referrals between the two services. The provider will promote access to the service with health improvement teams and acute health services, discuss how best to reach vulnerable groups with the health board, and refer families to relevant partner and voluntary-sector organisations. Delivery is intended to reach families across NHS Greater Glasgow and Clyde and Scotland.

The buyer invited tenders through an open procedure. The tender submission deadline was 23 November 2026 at 13:00 UTC. The contract is for 12 months, with an option to extend for four further 12-month periods. The estimated contract value is £250,000. The requirement is a single lot. Offers are to be submitted electronically in English. Tenderers must meet the stated financial tests: a current ratio above 0.99 and a net profit margin of zero or higher; charities are exempt from the financial-ratio question. Tenderers must evidence employer’s liability and public liability insurance of £5 million for any one incident or series of related incidents in a year, or agree to put this cover in place before the contract starts. Community benefits form part of the requirement.

This opportunity suits providers experienced in money and debt advice, particularly services supporting families under financial pressure and people whose access to community support is affected by a child’s illness, hospital stay or caring responsibilities. Delivery requires the ability to work alongside a hospital-based family support service, manage reciprocal referrals, and coordinate with NHS health improvement teams, acute health services, partner organisations and voluntary-sector groups. Providers should be able to promote the service and work with NHS Greater Glasgow and Clyde to identify effective ways to reach the most vulnerable families across the region and Scotland. Bidders must be able to satisfy the stated financial and insurance requirements, with a route to secure the required insurance before commencement if needed. They must also propose and deliver community benefits or engage with NHS Scotland’s Community Benefits Gateway.
