Summary of the contracting process

Trinity House is procuring heating, ventilation and air-conditioning (HVAC) replacement and installation works at its Harwich site. The work covers the main office, a three-storey building, and the two-storey buoy yard. The existing systems comprise building-wide arrangements with fan coil units in roof spaces, alongside independent room-based units; the equipment is from the Daikin range and centrally controlled. The requirement is to supply replacement equipment on a like-for-like basis, maintaining the buildings’ original heating and cooling performance. The two IT server rooms are excluded. The contractor must coordinate and install the equipment while the offices remain in use, manage and configure the systems, carry out acceptance testing, and train staff on local and remote supervisory platforms.

Trinity House invited offers through an open competition for the works. The enquiry deadline was 1 December 2026 at 17:00, and the submission deadline was 4 December 2026 at 12:00. The contract period is 18 January 2027 to 17 January 2031. The estimated value is £325,000 excluding VAT (£390,000 including VAT). Quality accounts for 75% of the evaluation: proposal quality (30%), the three-year maintenance and support proposal (15%), relevant experience and ability to deliver (15%), and the timed implementation plan (15%). The financial proposal accounts for the remaining 25%.

This requirement is suited to HVAC contractors able to supply and install replacement heating and cooling equipment across both office and yard buildings, including systems combining building-wide arrangements and independent room units. Suppliers need to coordinate works in an occupied office environment, manage installation, configure the systems, complete acceptance testing and provide practical training on local and remote supervisory platforms. Experience delivering similar works and evidence of the ability to meet the requirement are part of the quality assessment, alongside the quality of the overall proposal and a timed implementation plan. The buyer also evaluates a proposed three-year maintenance and support package, so firms able to offer ongoing servicing and support alongside installation can address this element of the requirement.

Notice Information

Notice Title

Harwich Office Upgrades - HVAC

Notice Description

Trinity House have HVAC systems installed in two buildings, known as the main office (3 floors) and buoy yard (2 floors), at their Harwich site. These systems have been operational since 2006 and are maintained on a regular basis. The system consists of a mix of floor wide arrangements with fan coil units in the roof space as well as dedicated room based independent units. All items are from the Daikin range and can be centrally controlled and configured via a portal. These works are for the supply of all the necessary equipment on a like-for-like basis to meet the original building performance (cooling / heating) of all the HVAC systems across two buildings, excluding the two IT server rooms. In addition, all equipment is to be installed, with full co-ordination, noting the need to maintain the working office environment. This will need the full management, installation, and configuration of the systems, with an acceptance test, as well as training on supervisory local and remote platforms.
