Summary of the contracting process

The London Borough of Newham intends to procure comprehensive conservation services for Newham Heritage Service’s archive and museum collections. The work supports the creation of Newham Heritage Centre in the Grade II-listed Canning Town Old Library, returning the building to community use and providing a permanent home for the borough’s collections. Services cover professional assessments of archival material and museum objects, reports recommending conservation work, remedial treatments in a conservator’s studio, and preparation of museum objects for display. The collections document Newham’s history, places and people, from the 15th century to the present, and comprise more than 2,000 linear metres of archive material and 8,000 museum objects. Delivery is in the London Borough of Newham.

This procurement is at the planning stage: the buyer has stated its intention to procure, but has not issued an invitation to tender. The planned contract is for one lot, with an expected term from 15 December 2026 to 31 March 2030. The buyer asks interested suppliers to register their interest by 6 November 2026, as part of preliminary market engagement; this is not a bid deadline. The procurement is expected to be below the applicable threshold. The record does not set out a budget or estimated contract value, a procurement procedure, eligibility requirements or evaluation criteria. Suppliers can use the engagement stage to express interest and inform the buyer’s preparations for taking the work to market.

This work is suited to specialist conservation businesses able to assess and treat both archival collections and museum objects, produce clear recommendations for conservation interventions, and prepare objects for exhibition. Suppliers should be prepared to provide professional conservators and studio-based remedial treatment, as well as collection assessments and reporting across a substantial and varied heritage collection. Experience working with historic archives and museum collections would be relevant to the stated scope, which spans material dating from the 15th century to the present. The project connects collections care with a new public heritage centre and its community, creative and education partners, so suppliers able to support the conservation needs of a permanent cultural venue may be well placed. The buyer has not yet set out detailed capability or accreditation requirements; market engagement offers a chance to inform planning.
