Summary of the contracting process

Greater Manchester Combined Authority commissioned landscape-scale project development services for the City Forest Park. The work covers 10–13 sites, bringing together landowner and community engagement, site walkovers and habitat surveys, assessment of site constraints and opportunities for nature recovery, and workshops to agree a shared vision and objectives. The supplier is also to develop site management plans and a programme of works, with outputs including a project report to support future funding applications, a project brochure and a pipeline of projects with associated plans. The requirement combines ecological assessment, stakeholder engagement and practical landscape planning. Delivery is across the City Forest Park project area in Greater Manchester; the procurement describes the area by reference to the sites rather than naming individual locations.

The procurement is complete and has been awarded to City of Trees Trust. Greater Manchester Combined Authority used a direct award without competition, below the applicable threshold. The contract was signed on 22 October 2026, with the award recorded on 23 October 2026. The initial contract period runs from 23 October 2026 to 31 March 2027, with an option to extend by up to three months, to no later than 30 June 2027. The contract value is £35,976 excluding VAT (£43,171.20 including VAT). The requirement was arranged as one lot. The award is active and the contract is active.

This award demonstrates demand for joined-up landscape planning that can turn ecological evidence and local stakeholder priorities into a deliverable programme of nature recovery work. A credible supplier for this buyer would need to coordinate landowners, local communities and public or utility partners; carry out or commission habitat surveys and site walkovers; and assess constraints such as contaminated land and sewage infrastructure. It would also need to identify viable opportunities and funding routes, facilitate workshops, and produce management plans, a project pipeline and clear written outputs that can support future funding applications and be replicated elsewhere. The scope spans multiple sites, so relevant experience in landscape-scale project development, ecological assessment, partnership working and translating strategy into practical works planning would be important.
