Summary of the contracting process

The UK Atomic Energy Authority commissioned licensing, support and development of TOIA’s proprietary real-time simulation and digital-twin-in-the-loop technology, integrated with UKAEA’s RHOVR system. The capability is intended to support nuclear operations and planning through realistic simulation of robot dynamics and the surrounding environment, including cutting, drilling, cable and chain operations. It must model site conditions such as physics and movement, and run frequently enough to link human interaction with robot control for teleoperation. The work sits within UKAEA’s RAICo programme, covering Digital Infrastructure and Advanced Robotic Control projects. It is a specialist software development and support service, classified as training software development services (CPV 72212931), with delivery in the United Kingdom.

The procurement is complete and was awarded to TOIA Ltd. UKAEA used a direct award, stating that TOIA alone could provide the required service because it owns the relevant intellectual property and proprietary technology; only TOIA can license the software, and the underlying RT² source code is unavailable to UKAEA and other suppliers. The award value is £2,280,000 excluding VAT (£2,736,000 including VAT). The contract period runs from 29 October 2026 to 31 March 2027, with an extension possible up to 31 March 2030 for further similar work. The award is recorded as pending. There is one lot, marked as suitable for SMEs and voluntary, community and social enterprises. The published award data does not state evaluation criteria.

For suppliers considering similar future work for UKAEA, this award shows demand for a tightly integrated robotics simulation and digital-twin capability supporting nuclear operations. A credible competitor would need to deliver realistic, real-time modelling of robot behaviour and operating environments, including activities such as cutting, drilling and handling cables or chains, and connect simulation with teleoperation and UKAEA’s RHOVR system. The direct award reflects the importance of proprietary technology, software licensing rights and access to underlying source code: competing effectively would therefore require an alternative capability that can meet the operational requirement, or an appropriate route to the relevant intellectual property. Support and continued development are part of the requirement, so suppliers would need the technical capacity to maintain and extend an existing simulation capability, not just provide a standalone software product.

Unified Training Simulators

Notice Description

As part of the RAICo programme under the Digital Infrastructure (DI) and Advanced Robotic Control (ARC) Themes, the UKAEA is running several projects to develop digital simulation & digital-twin-in-the loop, to support real-time nuclear operations and planning. To most effectively enable the sites where this capability is deployed, the technology must accurately reflect operations including creating replicas of the environment and highly accurate conditions (such as realistic physics & movement). UKAEA requires access to and development of Toia's proprietary technology for real-time simulation and digital-twin-in-the loop capability, as an integration to UKAEA's RHOVR system. "Simulation" in this context means simulation of robot dynamics and wider environment, including cutting, drilling, cable and chain simulation. "Real-time" in this context refers to the simulation running at sufficient frequency to mediate between human interaction and robot control to assist teleoperation, referred to as digital-twin-in-the-loop.

Procurement Information

Only TOIA can supply the services required, because of its intellectual property and exclusive rights The requirement is for the licensing, support and development of the existing DTIL capability, Delivery is dependent upon access to and continued development of TOIA's proprietary technology and associated intellectual property. TOIA owns the relevant technology underpinning the existing DTIL capability. The software licences can be granted only by TOIA. The RT2 source code is not available to UKAEA or any third party, and the DTIL capability is delivered as built on that engine.
