Summary of the contracting process

The Police and Crime Commissioner for Derbyshire is planning laundry services for two Derbyshire Constabulary custody suites. The work covers regular collection, laundering and delivery of custody items, including cell blankets, high-risk anti-rip suits and smocks, towels and casual clothing, plus ad hoc uniform, table linen and other items. Some items need dry cleaning and others machine washing. The service supports safe, reliable day-to-day custody operations and the health and welfare of detainees, police officers and laundry handlers. Suppliers need to transport laundry to and from the custody facilities within Derbyshire. The service is expected to operate on weekdays throughout the year, with collection and delivery arrangements adjusted for bank holidays.

The process is at planning: Derbyshire Constabulary is undertaking preliminary market engagement to shape a future procurement, not inviting tenders. The buyer plans to use supplier feedback on capability, capacity, delivery models, geographical coverage, response times and pricing to develop the specification, procurement approach and commercial arrangements. Engagement is expected to run until 13 November 2026, with a further notice anticipated by 30 November 2026. The planned contract period is 3 January 2027 to 2 January 2029, with possible extension to 2 January 2031. The procurement is planned as one lot and is marked suitable for SMEs and voluntary, community and social enterprises. No evaluation criteria or contract value are set out at this stage.

The work is likely to suit commercial laundry providers able to collect and deliver reliably across Derbyshire and manage a mix of routine custody laundry and occasional specialist items. Suppliers should be able to maintain safe, dependable service for a custody environment operating around the clock, even though planned service days are weekdays. The buyer expects service standards aligned with BS EN ISO 9001:2015 quality management and laundering to relevant Health and Safety Executive guidance on decontamination. Providers must also support compliance with custody requirements in the PACE Code of Practice C. Market engagement is intended to establish what suppliers can offer, their capacity and coverage, response times, delivery models and pricing structures, and to identify delivery risks and opportunities before the formal procurement is developed. SME and social enterprise suitability is indicated.

Notice Description

Derbyshire Constabulary (DC) is undertaking Preliminary Market Engagement (PME) to inform the development of a proposed procurement for Laundry Services at two custody suites located within Derbyshire. The laundry service is a critical provision required primarily for the effective running of the custody suite facilities. A lack of correctly laundered custody items is high risk to the day-to-day detention of detainees and impacts on the health, safety and welfare of police officers, detainees and cleaning operatives handling the laundry 24/7. The legal system for processing of a detainee cannot be placed at risk by inadequate laundering services; therefore, the contractor must guarantee delivery of reliable and safe laundering services. The Contractor must maintain service Standards in line with BS EN ISO 9001:2015 Quality Management System and laundering to HSE guidance standards: https://www.hse.gov.uk/biosafety/blood-borne-viruses/decontamination and must also support the DC in ensuring custody regulations set out in the PACE Code Care are adhered to. Service times are Monday - Friday, 52 weeks per annum including delivery/collection changes to account for bank holidays. Items currently originating at custody facilities may include but not be limited to; custody cell blankets, high risk suit top and bottoms and smocks (made of special risk anti-rip material), bath and hand towels, jogging bottoms, sweatshirts and t-shirts. DC also have ad hoc requirements for items such as tunic uniform jacket and trousers, white shirts, tops, trousers, tablecloths, tea towels, some require dry clean, some machine washable. The successful contractor must have a suitable method of transport to collect and deliver laundry within Derbyshire. The purpose of this engagement is to understand the current market, including supplier capability and capacity, service delivery models, geographical coverage, response times and pricing structures. Feedback from potential suppliers will help inform the scope and specification of the proposed requirement, the most appropriate procurement approach and the commercial arrangements necessary to deliver an effective and value-for-money service. This engagement will also provide an opportunity for DC to identify potential risks, challenges and opportunities within the market before proceeding with any formal procurement process. The PME is for information gathering purposes only and does not constitute a formal invitation to tender or a commitment to proceed with the proposed document.
