Summary of the contracting process

NHS England is commissioning an independent, evidence-led review of the National Competency Framework for Data Professionals, used across the NHS and wider public sector to define the knowledge, skills and behaviours expected of data and analytics staff. The work will establish how widely the framework is known and used, assess evidence of its impact and value, and examine what helps or hinders adoption across health and care. The supplier will gather quantitative and qualitative evidence from stakeholders, users and organisations. Deliverables include an adoption baseline, impact assessment, stakeholder findings, a monitoring and evaluation framework, and practical recommendations for future monitoring, evaluation and reporting. The review is intended to inform NHS England’s future investment and development of the framework, and support workforce development and professionalisation across the health and care system.

NHS England invited offers through an open competition. The procurement reached tender stage; bids were to be submitted through the Atamis e-tendering portal using the completed Bid Response Document. The deadline for questions was 28 October 2026 at 12:00 UTC, and the bid deadline was 6 November 2026 at 12:00 UTC. The contract period runs from 9 November 2026 to 31 March 2027. The estimated value is £95,000 excluding VAT (£114,000 including VAT). There is one lot. Evaluation is weighted 60% on quality, 10% on social value and 30% on commercial considerations.

This opportunity suits research, evaluation and consultancy suppliers able to deliver a mixed-methods review in a complex health and care setting. Relevant strengths include analysing quantitative and qualitative evidence, engaging stakeholders and organisations, assessing workforce frameworks and their adoption, and evaluating impact and value. Suppliers should be able to identify implementation barriers and enablers, establish a credible adoption baseline, and turn findings into practical recommendations and a usable monitoring and evaluation framework. Experience supporting workforce development, data and analytics professions, or digital, data and technology capability would align closely with the subject. The requirement is also marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises, so it may suit specialist firms and mission-led providers as well as larger consultancies.

Notice Title

National Competency Framework for Data: Adoption, Impact & Evidence Review

Notice Description

NHS England is seeking a supplier to undertake an independent, evidence-led review of the National Competency Framework (NCF) for Data Professionals. The NCF is a nationally recognised framework that defines the knowledge, skills and behaviours required by data and analytics professionals across the NHS and wider public sector and is intended to support workforce development, professionalisation, career progression and organisational workforce planning. The purpose of this review is to establish a clear understanding of the current awareness, adoption and use of the NCF, assess available evidence of its impact and benefits, and identify the factors that support or hinder adoption across the health and care system. The review will also provide NHS England with a robust evidence base to inform future investment, decision-making and development of the framework. The appointed supplier will be expected to undertake a mixed-methods review, drawing on quantitative and qualitative evidence from relevant stakeholders, users and organisations. The work will include assessing adoption levels, evaluating available evidence of impact and value, gathering stakeholder insights, identifying barriers and enablers to implementation, and developing practical recommendations for future monitoring, evaluation and reporting. The project will deliver an adoption baseline, impact assessment, stakeholder findings, a monitoring and evaluation framework, and evidence-based recommendations. Through this work, the supplier will support NHS England's ambition to build a sustainable, capable and recognised Digital, Data and Technology (DDaT) workforce and strengthen the evidence base underpinning workforce professionalisation across the health and care system.
