Summary of the contracting process

NHS England is commissioning an independent review of the National Competency Framework for Data Professionals, a framework defining the knowledge, skills and behaviours expected of data and analytics professionals across the NHS and wider public sector. The work is intended to inform workforce development, professionalisation, career progression and organisational workforce planning. The supplier will examine awareness, adoption and use of the framework, assess evidence of its impact and benefits, gather stakeholder views, and identify factors that help or hinder implementation across health and care. Deliverables include an adoption baseline, impact assessment, stakeholder findings, a monitoring and evaluation framework, and recommendations to guide future development and investment. This is research and evaluation work in the health sector, rather than a clinical service or technology supply contract.

NHS England invited offers through an open competition. The tender set an enquiry deadline of 28 October 2026 at 12:00 UTC and a bid submission deadline of 10 November 2026 at 09:00 UTC. The contract period is 9 November 2026 to 31 March 2027. The estimated value is £95,000 excluding VAT (£114,000 including VAT). The procurement is a single lot. Bids are evaluated on quality (60%), social value (10%) and commercial considerations (30%). Suppliers were required to submit a completed Bid Response Document through the Atamis e-Tendering Portal, answering all questions in the bid documentation. The deadline was amended; the stated submission deadline is the amended date.

This opportunity suits research, evaluation and consulting suppliers able to conduct a mixed-methods review, combine quantitative and qualitative evidence, and engage relevant stakeholders, framework users and organisations. Strong capability in workforce analysis, adoption measurement, impact and value assessment, and monitoring and evaluation design will be relevant. The supplier must be able to turn findings into practical recommendations for future reporting, evaluation and development of the framework. Experience working with health and care organisations, public-sector workforces, or digital, data and technology workforce development would be pertinent to the subject matter. The procurement is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Quality carries the greatest evaluation weight, with social value and commercial considerations also assessed.

Notice Title

National Competency Framework for Data: Adoption, Impact & Evidence Review

Notice Description

NHS England is seeking a supplier to undertake an independent, evidence-led review of the National Competency Framework (NCF) for Data Professionals. The NCF is a nationally recognised framework that defines the knowledge, skills and behaviours required by data and analytics professionals across the NHS and wider public sector and is intended to support workforce development, professionalisation, career progression and organisational workforce planning. The purpose of this review is to establish a clear understanding of the current awareness, adoption and use of the NCF, assess available evidence of its impact and benefits, and identify the factors that support or hinder adoption across the health and care system. The review will also provide NHS England with a robust evidence base to inform future investment, decision-making and development of the framework. The appointed supplier will be expected to undertake a mixed-methods review, drawing on quantitative and qualitative evidence from relevant stakeholders, users and organisations. The work will include assessing adoption levels, evaluating available evidence of impact and value, gathering stakeholder insights, identifying barriers and enablers to implementation, and developing practical recommendations for future monitoring, evaluation and reporting. The project will deliver an adoption baseline, impact assessment, stakeholder findings, a monitoring and evaluation framework, and evidence-based recommendations. Through this work, the supplier will support NHS England's ambition to build a sustainable, capable and recognised Digital, Data and Technology (DDaT) workforce and strengthen the evidence base underpinning workforce professionalisation across the health and care system.
