Summary of the contracting process

NHS England is buying ongoing maintenance, administration and operational support for the National Competency Framework for Data and Analytics Professionals. The framework sets out the knowledge, skills and behaviours expected across the health and care system, supporting workforce capability, career progression, professional standards and related workforce products. The supplier will keep the framework current, accessible and useful, support existing and prospective adopters, engage stakeholders, manage user queries and feedback, handle communications and reporting, and provide governance administration. The work also includes promoting adoption across NHS organisations and the wider health and care sector. It is interim support while NHS England considers the framework’s future operating model, helping sustain a national workforce resource and the development of digital, data and technology capability.

NHS England invited bids through an open competition under a below-threshold procedure. The tender set an enquiry deadline of 28 October 2026 at 12:00 and a bid deadline of 6 November 2026 at 12:00. Bidders were required to submit a completed response document through the Atamis e-Tendering Portal and answer all questions in the bid documents. The single lot has a stated value of £80,000 excluding VAT (£96,000 including VAT). The contract period runs from 9 November 2026 to 28 February 2027. Bids are evaluated on quality (60%), commercial terms (30%) and social value (10%).

The requirement suits suppliers able to provide dependable day-to-day operational support for a nationally used workforce framework, rather than a one-off technical delivery. Relevant strengths include maintaining and updating structured competency frameworks, administering governance and reporting, engaging stakeholders, supporting adopters, and managing communications, queries and user feedback. Suppliers should be able to promote uptake across NHS organisations and the broader health and care sector, while keeping content accessible and relevant to both current and prospective users. The work calls for an understanding of health and care workforce development and the ability to support professional standards, career progression and digital, data and technology capability. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable to participate.

Notice Description

NHS England is seeking a supplier to provide ongoing maintenance, administration and operational support for the National Competency Framework (NCF) for Data and Analytics Professionals. The NCF is a nationally adopted framework that defines the knowledge, skills and behaviours required across the health and care system and supports workforce capability development, career progression, professional standards and associated workforce products. Activities are expected to include framework maintenance and updates, stakeholder engagement, adopter support, communications, reporting, governance administration and the management of queries and feedback from users. The supplier will also support the promotion and adoption of the framework across NHS organisations and the wider health and care sector. This requirement will provide interim support while NHS England considers the future operating model for the framework, helping to safeguard the continued use, relevance and value of this national workforce asset. Through the delivery of this service, the supplier will support NHS England's wider ambition to build a sustainable, capable and recognised Digital, Data and Technology (DDaT) workforce and enable the continued development of workforce capability across the health and care system.
