Summary of the contracting process

Durham County Council is buying a Community Infection Prevention and Control service to protect County Durham residents by reducing infection risks and supporting effective infection prevention and control across health, social care, education and other community settings. The service provides expert advice, guidance, training and interventions, as needed, to GP surgeries, care homes, children’s residential homes, domiciliary care providers, adult day care and educational settings, with priority for special educational needs schools. It also provides assurance and oversight to the Director of Public Health that local arrangements are in place and quality standards for healthcare-associated infection management are met. Delivery is in County Durham. The work combines health protection, infection-control expertise and training for a range of local care and community providers.

The procurement is complete and the contract was awarded to County Durham and Darlington NHS Foundation Trust. Durham County Council used a direct award, citing value for County Durham, the Trust’s role as a local anchor institution, existing clinical integration and structures, and continuity between acute and community settings without compromising safety. The award value is £1.5 million. The contract period runs from 1 December 2026 to 30 November 2028, with one possible 24-month extension subject to commissioner and budget approval; the maximum extension date is 30 November 2030. The award is recorded as pending. The process has one lot, and the award covers that lot. The stated rationale for the direct award is based on technical reasons involving a single supplier.

For a future requirement of this kind, a credible provider would need specialist infection prevention and control capability spanning acute and community services, with the clinical expertise to advise, train and intervene across GP practices, residential and domiciliary care, adult day services and education. The service needs to support the Director of Public Health’s oversight of infection-control arrangements and quality standards for healthcare-associated infections, so experience producing assurance and working across multiple local settings would be important. The selected Trust’s established clinical integration and existing structures were central to the council’s stated rationale, alongside continuity between acute and community care. Competitors would therefore need to show how they can provide similarly joined-up clinical input and safe, consistent support across County Durham’s varied health, care and education providers.
