Summary of the contracting process

Transport for London is seeking supplier input on a potential digital advertising concession for Oxford Street, London. Advertising is expected to contribute revenue to the street’s pedestrianisation programme and will form part of the wider commercial strategy for the corridor. The buyer wants advertising considered as part of the urban realm design, not added afterwards. The potential scope includes advising on the design and configuration of digital advertising assets, managing their lifecycle, selling and scheduling advertisements, and installing and maintaining the assets. The concessionaire’s role may also extend to related public-realm features such as shading and seating. The work is intended to support Oxford Street’s regeneration as a destination for Londoners, businesses and visitors.

This is an early market engagement at the planning stage, not an invitation to tender. Transport for London is gathering supplier information to help the Oxford Street Development Corporation develop its design and commercial strategy and shape any later procurement and specification. Suppliers can request access to the Market Sounding Questionnaire by 12:00 GMT on 30 October 2026; participation will not affect eligibility to take part in a future tender. The buyer may hold further discussions with respondents. The planned contract period is 27 September 2027 to 26 September 2035. The procurement is described as a concession, and the process is above the applicable threshold. No tender procedure or evaluation criteria are set out at this planning stage.

This engagement is most relevant to suppliers in digital advertising, outdoor media and marketing who can contribute to a commercial strategy as well as deliver advertising operations. The buyer is looking for informed input on how advertising can generate revenue while being integrated into the design and experience of a major pedestrianised high street. Suppliers with capabilities spanning asset design and configuration, advertising sales and scheduling, installation, maintenance and lifecycle management are well placed to inform the emerging scope. Experience combining advertising infrastructure with public-realm functions, including shading or seating, may also be relevant. The eventual concession could suit an operator able to manage a broad, long-term service across design, commercial delivery and physical assets; this engagement is an opportunity to help shape that future requirement, not to submit a tender.

Notice Title

Digital Advertising on Oxford Street

Notice Description

The purpose of this Early Market Engagement (EME) is to seek information from suppliers in the advertising and marketing space to further inform the development of the Oxford Street Development Corporation (OSDC) design and commercial strategy, and to help shape any subsequent procurement strategy and related contract specification. Information provided will be used to inform OSDC in its continued consideration of the nature of any future procurement activity. If deemed appropriate OSDC may, at its sole discretion, enter into further discussions with respondents. The OSDC will have the powers needed to improve the public realm, secure investment and unlock Oxford Street's full potential for years to come. The OSDC will lead the regeneration of Oxford Street with a clear ambition to create an Oxford Street that is a world class destination for Londoners, businesses and visitors from around the world. Further information regarding OSDC can be obtained at https://www.oxfordstreetdc.org.uk/ Oxford Street Advertising Opportunity Advertising is expected to form a significant revenue stream within the Oxford Street pedestrianisation programme and will be considered as part of the overall commercial strategy for the corridor. To maximise both the commercial returns and the placemaking outcomes, the advertising opportunity will be considered as an integral component of the urban realm design rather than a subsequent overlay. We would like the concessionaire to be responsible for input into the design, configuration and lifecycle management, which may incorporate wider opportunities such as shading and seating, the sales and scheduling of adverts, as well as the installation and maintenance of all of the digital advertising assets.

Planning Information

All relevant information will be contained within the Market Sounding Questionnaire Microsoft e-form (MSQ) and will be treated in the strictest confidence. To request access to the MSQ please contact Neil Mckenzie (neilmckenzie@tfl.gov.uk) before 12:00 GMT on the 30th October 2026. Late expressions will not be considered. If bidders do not participate in the Early Market Engagement process, this will not affect the ability to participate in any future tender.
