Summary of the contracting process

Eastlight Community Homes is planning housing refurbishment and maintenance works across its property portfolio in Essex. The proposed work covers general-needs and supported housing, sheltered accommodation, houses, flats, maisonettes, garages and outbuildings, including both occupied and empty properties. One proposed lot covers flat-roof repairs, refurbishment and replacement, garage and outbuilding refurbishment, associated wall finishes, drainage, rainwater goods and minor remedial work. The other covers pitched roofing and roof coverings, fascias, soffits and bargeboards, wall finishes, gutters and downpipes, plus solar panel installation or replacement and related electrical work. Both lots include removal of existing materials, making good and associated finishing work. Suppliers may register interest in either lot or both; the final scope and delivery arrangements are still being shaped.

This procurement is at planning stage: Eastlight is conducting preliminary market engagement to inform its procurement strategy, contract structure and service requirements; there is no invitation to tender yet. The proposed contract is expected to be divided into two lots, with suppliers able to express interest in either or both. Its estimated value is £12.25 million excluding VAT (£14.7 million including VAT). The anticipated contract period runs from 1 July 2027 to 30 June 2030, with possible extension to 30 June 2032. Eastlight expects to use the supplier feedback to shape the eventual procurement process. It is seeking views on lot structure, scope, market capacity, delivery models, mobilisation, supply chains, resident engagement, performance, sustainability, digital reporting, social value, innovation and delivery risks. The engagement survey is due by 6 November 2026 at 5pm; this is not a tender deadline.

The work is likely to suit established roofing, refurbishment and building contractors able to deliver planned programmes across social housing, including in occupied homes and empty properties. Relevant capabilities include flat and pitched roofing repairs or replacement; garage and outbuilding refurbishment; wall repairs and finishes; roofline and rainwater goods; and solar PV installation with associated electrical work. Suppliers with experience in resident liaison, access management, planned maintenance, social housing investment programmes, subcontractor management and specialist supply chains are also well placed to contribute. A business does not need to deliver every element itself: Eastlight encourages suppliers to identify work they would subcontract, making specialist partnerships and supply-chain proposals relevant. The market engagement is an opportunity to influence the eventual lot structure, delivery model, service standards, mobilisation expectations, sustainability and social value requirements before the procurement is developed. Participation will not confer an advantage in the later competition.
