Summary of the contracting process

The Department for Transport commissioned remedial fire-door works at its site, following the earlier IMO Fire Door Works – Phase 1. The original work covered replacing timber riser doors in Cores A, B and C; replacing timber stairwell entrance doors in Core A; and maintaining and repairing timber stairwell entrance doors in Cores B and C. This additional package addresses problems found in the existing fire-resisting construction and substrate when architraves were opened up. It covers approved remedial work to the construction and substrate so the original fire-door work can be completed. The contractor is responsible for assessing the condition of the fire doors in scope and completing the work to relevant standards and certification requirements. The associated delivery is managed under an existing NEC4 contract.

The procurement is complete and the contract is active. The Department for Transport made a direct award without competition to Premier Workspace Ltd, as a continuation of the Phase 1 fire-door works. The award date was 19 October 2026, and the contract was signed that day. The contract period runs from 19 October 2026 to 31 March 2027. The contract value is £112,500 excluding VAT (£135,000 including VAT); the published value is a ceiling amount for transparency. There was one lot. The award was made under the authority’s internal procurement and governance procedures as a regulated below-threshold contract under the Procurement Act 2023. The published scope is approved remedial work to fire-resisting construction and substrate, required to fulfil the original tender’s fire-door scope.

For a future requirement of this kind, a credible supplier would need fire-door and building-fabric expertise, including the ability to assess existing doors and investigate concealed construction and substrate issues revealed during opening-up work. Delivery involves carrying out remedial work to fire-resisting construction and completing fire-door repairs or replacement in line with applicable standards and certification requirements. Suppliers should be equipped to develop and deliver technically approved remedial measures, and to coordinate the work with an existing contract and its compensation-event process where relevant. The Department’s direct award of this additional package to the contractor already carrying out the Phase 1 work shows the commercial importance of continuity and familiarity with the original scope. Relevant experience should therefore include remedial fire-safety works in occupied or complex building settings and effective coordination with independent fire-engineering input.
