Summary of the contracting process

Leeds Teaching Hospitals NHS Trust, through the North East and Yorkshire Pharmaceutical Purchasing Consortium, plans to establish a multi-supplier framework for licensed parenteral nutrition products for inpatients, together with related ancillary products and services. The framework is intended for NHS trusts across the North of England, covering North East England, North West England and Yorkshire and the Humber. Individual trusts will award and manage their own call-off contracts under the framework. This is a supply procurement for businesses able to provide licensed parenteral nutrition and support the associated hospital requirements. The consortium is hosted by Leeds Teaching Hospitals NHS Trust.

The procurement is at the planning stage; no tender invitation has been issued. The consortium expects to advertise the procurement in spring 2027, with a planned contract start of 1 September 2027. The stated contract period runs to 31 August 2029, with a maximum extent date of 31 August 2031. The estimated value is £20 million excluding VAT (£24 million including VAT). The buyer intends to use a multi-supplier framework, with NHS trusts making call-off awards. Before the formal procurement, the consortium is seeking market feedback through a questionnaire, with a response deadline of 23 November 2026 at 5pm. It may arrange follow-up discussions remotely. The formal process is expected to follow the Procurement Act 2023.

The planned framework is relevant to suppliers of licensed parenteral nutrition products, and businesses able to supply the associated ancillaries and services to hospital inpatients. Suppliers should be prepared to serve NHS trusts across the North of England and support a multi-supplier arrangement in which trusts manage their own call-off contracts. The buyer is using preliminary engagement to understand market challenges, supplier capabilities and innovations that could inform the framework. Interested businesses can contribute through the questionnaire and, if requested, a remote follow-up discussion. This is a chance to explain relevant product and service capabilities and practical delivery considerations while the requirement is being shaped. The published scope does not set out specific accreditations or supplier experience thresholds.
