Summary of the contracting process

Hartlepool Borough Council intends to commission specialist domestic abuse support services for adults, children and young people in Hartlepool. The service is intended to provide safe, integrated and outcome-focused support, including support linked to safe accommodation and move-on housing. The provider will need a developed relationship with a registered housing provider to support safe move-on accommodation. The commission is intended to help the council meet duties under the Domestic Abuse Act 2021, including duties relating to safe accommodation. This is health and social work service provision. The council expects to contract with one lead agency, while also welcoming bids from partnerships. The planned service is for Hartlepool; the council’s engagement event is to be held in the town.

The process is at planning: the council has set out its intention to procure, but has not issued an invitation to tender. It expects to use an open procedure. The planned contract period is from 1 October 2027 to 1 October 2030, with a possible extension to 1 October 2032. The council expects to publish a further notice on 18 January 2027. Market engagement is planned, including an in-person event on 30 November 2026; questionnaire and clarification activity is expected from 2 to 11 December, with responses reviewed from 12 to 16 December and engagement findings published around 18 December. The questionnaire and clarification period is expected to close at noon on 11 December 2026. No contract value is stated.

This will suit organisations with specialist experience supporting people affected by domestic abuse, including adults, children and young people, and the capacity to deliver safe, integrated services focused on outcomes and value for money. The council is looking for innovative and contemporary approaches, and providers will need to show how their service will support the council’s statutory domestic abuse duties, particularly safe accommodation. A credible, established relationship with a registered housing provider will be important to arranging safe move-on accommodation and appropriate ongoing support. The council intends to appoint one lead agency, but partnership bids are welcome, giving specialist providers scope to combine expertise and delivery capacity. Small and medium-sized enterprises are identified as suitable. Suppliers can use the planned market-engagement activity to understand the proposed service requirements and provide feedback before the procurement strategy and specification are finalised.
