Summary of the contracting process

Hartlepool Borough Council intends to commission specialist domestic abuse support services for adults, children and young people. The service is intended to provide integrated, safe and outcome-focused support, including support linked to safe accommodation and moving on to other accommodation. The work falls within health and social care services. Delivery is for Hartlepool, England. The Council plans to appoint one lead agency, while welcoming partnership bids. The service is intended to help the Council meet duties under the Domestic Abuse Act 2021, including duties relating to safe accommodation. Suppliers should expect to work with people affected by domestic abuse across adult and younger age groups, and to coordinate support and accommodation pathways with relevant housing providers.

This is at the planning stage: the Council has stated its intention to procure, but has not yet invited tenders. It expects to use an open procedure. A market-engagement event is planned in Hartlepool for 30 November 2026, with presentation materials and a questionnaire expected on 2 December. The engagement questionnaire and clarification period are expected to close at noon on 11 December 2026. The Council expects to publish engagement findings around 18 December 2026 and plans to publish a further procurement notice on 18 January 2027. The planned contract period runs from 1 October 2027 to 2 October 2030, with a possible extension to 2 October 2032. The procurement is above the relevant threshold; no monetary value is stated. One lot is planned, and its proposed start date and end date are indicative.

The work is suited to providers with specialist domestic abuse service expertise and the ability to support adults, children and young people through integrated, safe and outcome-focused services. The Council is looking for contemporary and innovative approaches that can deliver effective support while remaining cost-conscious. Providers should be able to demonstrate a developed relationship with a registered housing provider, enabling safe move-on accommodation and appropriate ongoing support. A single organisation may lead delivery, but partnership bids are welcomed, making this relevant both to established lead providers and to specialist organisations able to contribute through a consortium or delivery partnership. Suppliers can use the planned market-engagement process to understand the proposed service model and share feedback before the Council finalises its procurement strategy, specification, evaluation approach, contract requirements and lotting structure. No particular accreditation is identified.
