Summary of the contracting process

UK Research and Innovation (UKRI) intends to replace its existing identity governance and administration software with a modern capability for managing identity access and lifecycles. The requirement centres on workforce identities and non-human identities, while also exploring support for facilities users and other external identity groups. UKRI has a complex environment of identity populations, systems and access-management needs, and wants to understand whether these can be handled on one platform or require complementary products and services. The solution is intended to support UKRI’s future enterprise identity architecture, align with its Enterprise Tenancy Consolidation project and underpin its adoption of Zero Trust security principles. This is an enterprise software and identity-management requirement, with delivery in the United Kingdom.

The process is at the planning stage: UKRI is undertaking pre-market engagement to assess market capability, capacity and appetite, rather than inviting tenders. UKRI expects to publish a subsequent notice on 18 December 2026. It asks interested suppliers to respond to its engagement questions by 13 November 2026 at 17:00; this is an engagement response date, not a tender deadline. UKRI expects a single lot, with a proposed contract period from 10 May 2027 to 9 May 2032. The published estimated value is £0. No procurement procedure, award method or evaluation criteria have yet been set out. Suppliers can request the current specification from UK Shared Business Services, quoting DDaT26494 and Enterprise Identity Project pre-market engagement.

This engagement is suited to suppliers of enterprise identity governance and administration platforms, and to providers able to support their implementation and integration in complex organisations. UKRI is seeking evidence on product capabilities and maturity, implementation ecosystems and delivery approaches, as well as the market’s capacity and appetite. Suppliers should be prepared to explain how their solutions manage workforce and non-human identities, and whether they can also accommodate facilities users and other external identity populations. The buyer is considering whether one platform can meet its requirements or whether complementary products and services are needed. Experience aligning identity governance with enterprise architecture, tenancy consolidation and Zero Trust security would be relevant to the planned direction. The engagement is an opportunity to inform UKRI’s understanding of the market before it develops the procurement.

Notice Information

Notice Title

DDaT26494 - Enterprise Identity Project

Notice Description

UKRI is seeking to replace its existing Identity Governance and Administration (IGA) solution and establish a modern identity governance capability that supports the organisation's evolving business, security and architectural requirements. UKRI is focused on delivering governance and lifecycle management capabilities for workforce identities and non-human identities, while also understanding how wider identity populations, including facilities users and other external identity types, may be supported. UKRI currently operates a complex identity landscape comprising multiple identity populations, systems and access management requirements. As part of this exercise, UKRI wishes to understand the extent to which available market solutions can support these requirements through a single platform, or whether complementary products and services would typically be required. The solution will form an important component of UKRI's future enterprise identity architecture and has strong alignment with the organisation's Enterprise Tenancy Consolidation project and adoption of Zero Trust security principles. UKRI has undertaken a range of discovery activities to establish its strategic direction and high-level requirements. Through this Expression of Interest exercise, UKRI seeks to engage with the market to understand product capabilities, maturity, implementation ecosystems and delivery approaches
