Summary of the contracting process

The New Forest National Park Authority is seeking a study of deer-management capacity and workforce in and around the New Forest National Park. The work will build an evidence base on the current skills, capability and available workforce supporting deer management across the project area. This evidence is intended to inform a Protected Site Strategy and Strategic Action Plan for deer management. The Authority is working with Natural England and the Forestry Commission to bring experts and stakeholders together on those plans. This is environmental and analytical consultancy, including assessment and advisory work, rather than a contract to deliver deer culling or other operational management. The geographical focus is the New Forest National Park and its surrounding area.

The Authority invited offers through a below-threshold open competition. The enquiry deadline was 17 November 2026 at 17:00, and the tender submission deadline was 20 November 2026 at 12:00. The contract period is 4 December 2026 to 31 March 2027. The estimated value is £25,000 excluding VAT (£30,000 including VAT). Evaluation is weighted 80% quality and 20% price; quality covers the proposed approach (40% of quality), scope of services (30%) and experience/references (30%). Company information has no quality weighting. A minimum quality score of 6 is required for a tender to remain under consideration, regardless of price.

This commission is suited to environmental consultancies, research teams and independent specialists able to assess deer-management capacity and workforce across a defined landscape. Relevant strengths include gathering and analysing evidence about current skills, capability and resourcing, and turning findings into a robust basis for strategic planning. Suppliers should be able to set out a clear approach, address the full scope of services and demonstrate relevant experience through references; these are the quality areas that carry evaluation weight. The Authority has identified small and medium-sized enterprises and voluntary, community and social enterprises as suitable participants. The work is a time-bounded evidence and advisory commission, making it relevant to suppliers able to deliver focused analysis and stakeholder-facing work rather than provide a long-term operational deer-management service.
