Summary of the contracting process

The Mersey Docks and Harbour Company is planning a marine asset service covering the operation and management of vessels and associated equipment used in port and harbour operations across Peel Ports Group. The anticipated services include crewing, maintenance, inspection, certification, repair, mobilisation and demobilisation, as well as planning, scheduling, compliance management and performance reporting. Assets and operations may include workboats, pilot vessel operations, line-handling vessels and services, harbour support craft and towage, together with necessary land-based equipment or vehicles. The purpose is to support safe, reliable and compliant marine operations. The scope excludes Medway pilot transfer and hydrographic survey operations unless a future procurement expressly includes them. This is a marine transport support services requirement.

The process is at planning: the buyer has stated an intention to procure and is conducting preliminary market engagement, not inviting tenders. It expects responses to a Marine Asset Service Activities Questionnaire by 16 November 2026; a future notice is anticipated by 15 January 2027. The expected contract period runs from 1 November 2027 to 1 November 2031, with possible extension to 1 November 2035. The estimated gross value is £14.4 million. The requirement is presented as one lot, and the stated contract period and extension apply to that lot. Suppliers should treat these dates and the value as planning expectations; the information describes a potential future procurement rather than a settled tender procedure.

This requirement is suited to suppliers able to provide and manage marine assets and operational services for ports, including vessel operators, towage and harbour-support providers, and businesses supplying crewing, maintenance, inspection, certification or repair. Suppliers will need the capacity to support round-the-clock operations throughout the year, while coordinating mobilisation, scheduling, compliance and performance reporting across port-specific requirements. The buyer has identified safety, reliability and regulatory compliance as operational priorities. It also wants to understand how suppliers could help reduce fuel consumption and emissions, improve environmental performance over asset lifecycles and contribute to its Net Zero 2040 ambition. Small and medium-sized enterprises are considered suitable, making this potentially relevant to specialist providers as well as larger marine service groups.
