Summary of the contracting process

Renfrewshire Council is seeking one contractor to provide an end-to-end environmental monitoring service for its housing stock in Renfrewshire. The contractor will supply and install sensors to measure indoor temperature, relative humidity and carbon dioxide, then provide the Council with collected data, reports, analysis and recommendations for individual properties and property types. The information is intended to help prevent conditions that encourage damp and mould, and may also inform other housing services. The work includes installing sensors across the remaining housing stock using narrowband IoT SIM connectivity, and operating and maintaining the Council’s existing LoRaWAN network. This combines sensor supply and installation with ongoing monitoring, network operation and data-analysis services.

The buyer invited offers through an open procedure, with electronic submission. The contract covers an eight-year monitoring service; the stated installation requirement is to fit sensors in the remaining housing stock within three years. The lot also allows renewal for up to 12 months on five separate occasions. The bid deadline was 26 November 2026 at 12:00 UTC. Evaluation weights technical questions at 45%, price at 35%, cyber security at 10%, Fair Work First at 5% and community benefits at 5%; community benefits are expected to deliver 90 points and will be evaluated. Bidders must provide the specified insurance cover and meet a Dun & Bradstreet Failure Score threshold of 20. The tender asks for relevant experience from the previous three years.

This opportunity suits suppliers able to deliver environmental sensor deployments and monitoring at scale in social housing, alongside data analysis and reporting. The Council requires evidence of at least one project in the previous three years involving sensor installation in more than 3,000 homes, operation of a LoRaWAN network, large-scale sensor installation, and analysis and reporting of the resulting data. Suppliers need the operational capacity to install sensors across the remaining housing stock and maintain the Council’s existing network, as well as provide ongoing monitoring and property-level recommendations. Bidders must hold, or commit to obtain before contract start, the required employers’ liability, public and products liability, professional indemnity and contractors’ all-risk insurance. Third-party motor insurance evidence is also required. Community benefit proposals form part of evaluation, and subcontracting clauses apply.

2. Renfrewshire Council requires a single Contractor to supply an end-to-end service to monitor the internal environmental conditions (including Temperature, Relative Humidity and CO2 Levels) of their housing stock, through the use of Environmental Sensors, for the next 8 years. This will include providing the Council with data, reports and analysis of the collected data, and subsequent recommendations on a per property and property type basis. This data will primarily be used to ensure the internal environmental conditions of the housing do not promote and accelerate damp and mould growth and other related conditions. However, this data may also be used to inform other related housing services. In addition, the Contractor must provide and install Environmental Sensors into the remaining housing stock within 3 years, using NB-IoT (narrow band) SIM connectivity and operate and maintain the Council's own existing Long Range Wide Area Network (LoRaWAN) for the existing Sensors.
