Summary of the contracting process

Chime Housing is developing a second-generation development framework for construction works and associated construction consultancy services. It is intended to cover Hertfordshire, Bedfordshire, Buckinghamshire and surrounding areas. The framework is designed for use by local authorities, housing associations, registered providers and other public sector bodies, giving them flexibility to call off services as needs arise. Construction work is the main category, with consultancy services also included.

The procurement is at the planning stage: Chime Housing has set out its intention to establish a framework, but has not issued an invitation to tender. Echelon Consultancy is managing the procurement. A preliminary market engagement survey is planned, with a stated due date of 16 November 2026; the buyer’s indicative date for a future notice is 8 December 2026. The planned framework period is 27 May 2027 to 26 May 2031, with the ability to award longer-term call-off contracts beyond the framework’s original period. The stated estimated value is £100 million excluding VAT and £1.2 billion including VAT. Construction lots are intended to be divided into value bands.

The framework is intended to accommodate both small and medium-sized construction businesses and Tier One organisations through construction lots split into different value bands. It may suit contractors able to deliver construction works in Hertfordshire, Bedfordshire, Buckinghamshire and nearby areas, as well as construction consultancy firms. Suppliers should consider whether their capacity and services fit work called off by local authorities, housing associations, registered providers and other public sector clients. The buyer is seeking market views on the planned framework’s design and flexibility through preliminary engagement, providing relevant suppliers an opportunity to inform its development before the tender stage.

Echelon Consultancy are delighted to be working on behalf of Chime Housing to develop a second generation of the Herts, Beds & Bucks Development framework for the delivery of Construction Works and associated Consultancy Services. The Framework will cover the aforementioned workstreams, and will provide coverage across Hertfordshire, Bedfordshire, Buckinghamshire and surrounding areas offering its Clients (Local Authorities, Housing Associations and Registered Providers, as well as all other Public Sector bodies) complete flexibility to call off services to meet need and demand. The framework will be for a period of four years but will also offer the ability call off longer term contracts exceeding the original framework length. The Construction lots will also be split into different value bands, to encourage both SME's and Tier One organisations. The survey as part of this Preliminary Market Engagement notice is asking for your views on various aspects of the intended framework. This survey should take approx. 10-15 minutes to complete and all answers provided as part of this survey are completely anonymous and as such, we would please ask for your honest views and opinions, so that we can ensure the framework offers maximum flexibility for both Clients and Suppliers.
