Summary of the contracting process

Chime Housing is developing a second-generation framework for construction works and associated consultancy services. The framework is intended to serve local authorities, housing associations, registered providers and other public sector bodies, giving them flexibility to call off services as needs arise. Work is intended to cover Hertfordshire, Bedfordshire, Buckinghamshire and surrounding areas. Construction work is the main requirement, with consultancy services also included. The framework is being developed by Echelon Consultancy on Chime Housing’s behalf. Construction lots are intended to be divided into value bands to support participation by suppliers of different sizes, including small and medium-sized enterprises and larger, Tier One organisations.

This procurement is at the planning stage: Chime Housing has set out its intention to create a framework, but has not issued an invitation to tender. It expects the framework to run for four years, from 27 May 2027 to 26 May 2031, while allowing longer-term call-off contracts that extend beyond the framework’s original term. The estimated value is £100 million excluding VAT (£1.2 billion including VAT). A further procurement notice is expected on 8 December 2026. As part of preliminary market engagement, the buyer is seeking supplier views through a survey, with responses expected by 16 November 2026. This engagement is intended to inform the framework’s design; no award criteria or bidding procedure are set out at this stage.

The planned framework is relevant to construction contractors and construction consultancy providers able to serve public sector clients across Hertfordshire, Bedfordshire, Buckinghamshire and nearby areas. Its value-banded construction lots are intended to make participation possible for both SMEs and Tier One organisations, so suppliers should consider which band fits their capacity and the scale of work they can deliver. The framework is designed to give public sector clients flexibility to call off work in response to need and demand, creating scope for a range of construction and consultancy requirements. Suppliers can contribute to its development by sharing views in the market-engagement survey, particularly on how the framework can work flexibly for both clients and suppliers. Longer-term call-offs are also envisaged.
