Summary of the contracting process

Coventry City Council is seeking a provider of supported accommodation for survivors of domestic abuse, as part of its homelessness prevention work. The provider will work alongside organisations already delivering the Council’s housing-related support contract. The service is intended to strengthen the homelessness pathway for survivors. This is a housing support service, with delivery in Coventry. It is a single service requirement rather than a set of separately described lots, and is aimed at providers able to deliver accommodation-based support in coordination with existing local services.

The Council invited offers through an open procedure. The tender and enquiry deadlines were both 26 November 2026 at 10:00. The Council expected to decide on the award by 3 December 2026. The contract period is 1 February 2027 to 31 January 2030. The estimated contract value is £600,000 excluding VAT (£720,000 including VAT). Price accounts for 35% of the evaluation and quality for 65%. The procurement is arranged as one lot. Electronic submission is allowed, and tenders must be submitted in English. The procurement is governed by the Procurement Act 2023.
