Summary of the contracting process

Armagh City, Banbridge and Craigavon Borough Council is seeking a provider for a leadership and management development programme for local businesses. The programme sits within the ABC Local Economic Partnership’s work to support business growth, alongside wider priorities for land availability and workspace development. It is intended for leaders in micro and small businesses and social enterprises with up to 50 employees, across all sectors, in the council area. The council’s Local Economic Partnership brings together the council, local enterprise partners, Southern Regional College, community and voluntary sector representatives, the Labour Market Partnership and the Business Partnership Alliance. The work is a training and adult education service focused on leadership and management.

The buyer invited offers through a below-threshold open competition. The procurement reached the tender stage. The contract is scheduled to run from 2 December 2026 to 31 March 2028. The estimated contract value is £200,000 gross. Bidders could submit questions until 10 November 2026 at 12:00, and the offer deadline was 17 November 2026 at 12:00. The requirement is presented as one lot. Offers are assessed as the most advantageous tender, with quality weighted at 90% and cost at 10%. Electronic submission is permitted through the stated e-tendering platform.

This opportunity is suited to providers with practical experience designing and delivering leadership and management training for business owners and leaders, including across varied sectors and for social enterprises. The programme’s intended participants are leaders from organisations with no more than 50 employees, so suppliers should be able to tailor support to smaller organisations rather than rely on approaches designed only for large employers. The contract runs across a substantial programme period and calls for delivery within the Armagh City, Banbridge and Craigavon Borough Council area. Small and medium-sized enterprises and voluntary, community and social enterprises are identified as suitable bidders. Organisations may combine in a consortium where necessary to meet the contract requirements.
