Summary of the contracting process

Herefordshire Council intends to procure an integrated drug and alcohol recovery service for people across Herefordshire. The service is intended to support children and young people aged 11–17, young adults aged 18–24 and adults aged 25 and over. Its scope includes prevention, early intervention, harm reduction, structured treatment, prescribing interventions, recovery support and criminal justice pathways. It is also intended to reach priority groups, including people with co-occurring mental health and substance use needs, people who are homeless or sleeping rough, those facing multiple disadvantage, and people involved with the criminal justice system. This is a health and social care service delivered in Herefordshire. The council has arranged market engagement to explain the project and hear from interested businesses before the procurement proceeds.

The process is at planning and the council has set out an intention to award a contract through competition; this is not an invitation to tender. The council planned market engagement in Hereford and online, with sessions on 30 November and 2 December 2026. Suppliers wishing to attend were asked to register by 16 November 2026; attendance was free, while travel and other attendance costs were the supplier’s responsibility. The market event was intended to cover the project, how to find council opportunities and submit compliant bids, and allow questions and networking. The council expects a further notice on 31 March 2027. No contract value, budget or service duration is stated in the procurement details.

The intended service is suited to providers with the capability to deliver joined-up substance use recovery support across different age groups and levels of need. Relevant experience is likely to include prevention and early intervention, harm reduction, structured treatment, prescribing, recovery support and criminal justice pathways. Providers able to work effectively with people experiencing co-occurring mental health and substance use needs, homelessness, rough sleeping or multiple disadvantage may be well placed to contribute, alongside organisations with experience supporting children, young people and adults. The council has indicated that it plans to use a competitive process and is seeking engagement with businesses interested in delivering the service. The market event offers a chance to understand the project and the council’s bidding approach, ask questions and make supplier connections ahead of the later procurement.
