Summary of the contracting process

Central Bedfordshire Council is seeking waste treatment and disposal services across four workstreams, with delivery in the United Kingdom. These cover residual waste contingency and fly-tip material, including up to 8,000 tonnes a year of capacity; treatment and disposal of around 1,000–1,500 tonnes a year of waste containing persistent organic pollutants; hazardous waste from the Council’s four household waste recycling centres, including commercial fridges and freezers, fluorescent tubes and household and car batteries; and disposal of paint, paint stripper and paint thinner, with an estimated 280 tonnes of paint a year. The hazardous waste stream includes 250–300 commercial fridge/freezer units and around 3 tonnes of fluorescent tubes and 40 tonnes of batteries annually. The services provide contingency disposal capacity for the Council.

The Council invited tenders through an open procedure. The procurement is divided into four lots, covering residual and fly-tip waste, persistent organic pollutants, hazardous waste, and paint and related products. The total estimated value is £8.3 million gross. The tender submission deadline was 26 November 2026 at 12:00, and the deadline for enquiries was not included in the published details. The contract period for all four lots runs from 9 February 2027 to 8 February 2031. The stated evaluation weighting for each lot is 70% price, 20% quality and 10% social value. Offers may be submitted electronically in English.

This opportunity suits waste operators with the capacity and authorisations to treat or dispose of the relevant waste streams, including persistent organic pollutants and hazardous materials. Suppliers should match their offer to the lots they can handle: the requirement ranges from contingency capacity for residual and fly-tip waste to specialist disposal of commercial refrigeration units, fluorescent tubes, batteries and paint products. The published quantities indicate a mix of substantial annual tonnage and discrete hazardous-waste items, so bidders need suitable processing or disposal routes and operational capacity to manage the applicable volumes. Price carries the greatest evaluation weighting, while quality and social value also contribute to assessment. Providers able to demonstrate reliable contingency arrangements for the Council’s waste services may be well placed to compete.
